NOTICE OF CALL FOR EXPRESSIONS OF INTEREST (NATIONAL AND INTERNATIONAL)

The Groupement Berkine (“GB”), located at ROUTE DE CINA, ZONE DES PARTENAIRES- SONATRACH 24 FEVRIER- 30500 HASSI MESSAOUD- WILAYA DE OUARGLA - Tel: 213 29 74 22 00 à 09 Ext.140-41, and in its capacity of Berkine assets operator, is launching a call for national and international Expressions of Interest, relating to:

PREQUALIFICATION of COMPANIES for ENGINEERING, PROCUREMENT and CONSTRUCTION of TWO GROUND-MOUNTED PHOTOVOLTAIC POWER PLANTS PROJECT for HBNS and EL MERK ASSETS

Purpose of the Expression of Interest

This Expression of Interest (“EOI”) aims to evaluate market capacity and capability, identifying potential bidders for a future competitive Call for Tender (“CFT”). Please note, this EOI is solely for market exploration and does not imply any contractual commitment.

Context

El Merk and HBNS Central Processing Facilities (CPF) are located in the desert environment of the Grand Erg Oriental. Currently, their energy consumption rely on electricity supplied by Hassi Berkine power station, wholly for El Merk and half for HBNS. The development of PV plants aims at reducing the assets greenhouse gas emissions by transitioning to renewable energy. The expected plant sizes are 35 MWp for HBNS and 20 MWp for El Merk. Each plant will be located within the asset perimeter and interconnected to the existing CPF at 30 kV. The objective is to launch the construction in Q2 2026.

Scope of Work

The Scope of Work (SoW) includes:

1. Engineering, Procurement, Construction (EPC)

• Project Management and Engineering

• Supply of PV modules directly (full EPC model)

• Supply of Balance of System (BOS) equipment

• Supply of substation and overhead lines/or underground cables

• Plant construction, equipment installation and interconnection works into existing facilities

• Testing & Commissioning

• Performance Warranty

2. Operations & Maintenance (O&M) optional

• Standard full scope O&M Service provided for the first 2 years post-commissioning, with the GB retaining the right to terminate after the 2^nd year.

Details of Scope 1 (EPC Scope) are as follows:

a) Project Management

The project management shall encompass, but not be limited to, the following activities:

• Project Management and Site Supervision

• Heath, Social, Security, Safety and Environment (H3SE) management

• Quality Management

• Interface Management

b) Engineering and Documentation

The design shall encompass, but not be limited to, the following activities:

• Engineering and Design

• Procurement and Construction Documents

• Certificates

• Factory Acceptance Tests Documentation

• Mechanical Completion Documentation

• Commissioning and Testing Documentation

c) Permitting

The contractor shall obtain all needed authorizations and permits required by the Algeria authorities to conduct its activities and shall comply with all local regulations for the projects to obtain the authorization to produce. It includes complying with (non-limitative list):

• Contrôle Technique de la Construction

• Commission de Régulation de l’Electricité et du Gaz

• Autorité de Régulation des Hydrocarbures

d) Procurement

The contractor shall procure, including but not limited to, the following equipment:

• Modules and associated Mounting Structure

• Inverters

• Monitoring and Control System

• Meteorological Stations

• Cabling and Auxiliaries

• Overhead lines or underground cables and MV Switchgears

• LV/MV Transformers

• Fences, Gates, security systems,

• Spare Parts

e) Construction and Installation

The Contractor shall include all resources, tools, equipment and workmanship to perform the correct construction, installation and testing of the Project:

• General, Infrastructure and Utilities

• Civil Works and Buildings

• Logistics, Temporary Storage and Unloading

• Mechanical Works

• Electrical Works

• Commissioning and Testing

• Interconnection Works Interface

• Cleaning and Waste Management

• Maintenance before Provisional Acceptance

Eligibility Criteria

• Non-performance and litigation history: No non-performing contracts or adverse court/arbitral decisions since 1^st January 2020.

• In possession of a trade license in accordance with the request for tender subject.

• Construction and Operations Experience Requirements:

- Design and construction of large-scale PV Power Plants: a minimum of 3 contracts > 10MW.

- Experience in PV Power Plant operation and maintenance for at least 1 year for a large-scale PV Power Plant: a minimum of 1 contract.

- Design and construction of 30 kV (or above) substations in remote environment: a minimum of 2 contracts.

The deadline for receipt of applications relating to this call for expressions of interest is set at thirty (30) days from the date of publication of this notice in the BAOSEM.

Only the best-ranked candidates, based on their experience and meeting the eligibility criteria and financial requirements, will be invited subsequently to participate in a “restricted consultation”
