The National Company SONATRACH Spa, Exploration-Production Activity, Production Division, Operations Direction, 08, Chemin du Reservoir, Hydra, invites tenders to national and international open call for tender in One Step:

To perform “tubular Services “

The market focuses of this Tender concern the realization of tubular services, in Algeria on all development, exploration and exploitation perimeters of SONATRACH at its own effort. The services will be performed on wells on land (Onshore).

The extent of these benefits is the realization by the Bidder, at the request of SONATRACH and during drilling operations or work-over operations the following services:

• Vissage des tubing et tubages aux couples requis et dévissage.
• Tests de l’étanchéité des connections (optionnel) (intérieurs et extérieurs).
• Manutention de tubing en alliages spéciaux lors des complétions des puits.
• Location des équipements de manutention de tubage et tubing.
• Location des outils et accessoires pour les opérations de cimentation.
• Coupe à froid des tubages au niveau de la tête de puits.
• Descente et remontée des complétions doubles (type gas-lift ou autre).

This tender is for five (05) lots (Activities).

Folder Tender may be withdrawn at SONATRACH - Exploration-Production Activity - Production Division - Office Removal specifications – access B-Office N°3014 –located at 08, chemin du Reservoir-Hydra-Alger, by any interested bidder, against payment of a non-refundable fee of One Hundred and Forty Thousand Algerian Dinars (DZD 140 000.00) for National Companies, or one Thousand U.S. Dollars (1000 U.S. $) for foreign companies.

Payment will be made by transfer to the bank account of:

 SONATRACH - DP N°002.00005.050.32.64.125.56 agency BEA, Djenane El Malik Hydra.

Bidders making payments through their bank abroad must imperatively present the Swift to the Banque Extérieur d'Algérie, located at Boulevard Amirouche in order to confirm the transfer operation.

Payment receipt must include obligatory:

• References of the Tender;
• The name of the Company

The Tender File will only be submitted to the only representative duly mandated by the Bidders wishing to participate in this Tender Notice.

The payment relating to the withdrawal of the Tender File must be made in the name of the Bidders who has withdrawn the Tender File, under penalty of rejection.

The method of one-stage submission applies to this tender.

Under this tender, the technical bids, without any indication of prices and financial offers must be submitted simultaneously in two separate envelop contained in one envelop, at: Office order SONATRACH, Production Division, 8 Way Hydra Tank - Algiers (the stamp of the office order authentic).

The withdrawal period for this DAO is set at Thirty (30) days from the date of publication of this invitation to tender on BAOSEM. The withdrawal period and the duration of preparation of tenders is set at Forty-Five (45) days (before 3:30 p.m) from the date of publication of this notice of Call for Tenders at BAOSEM, included in the count.

In the event that the closing date coincides with a public holiday and / or a legal day of rest, the envelopes will be deposited the following working day.

The technical bids shall be accompanied by a bid bond of

• National Bidders:

For lots 1 à 3 : 42 000 000,00 Dinars Algériens (DZD).

For lots 4 & 5 : 21 000 000,00 Dinars Algériens (DZD).

• Foreign Bidders:

For lots 1 à 3 : 300 000,00 Dollars (US$) or other convertible foreign currency.

For lots 4 & 5 : 150 000,00 Dollars (US$) or other convertible foreign currency.

The validity of the bind bond is equal to the duration of tender validity, One Hundred Twenty (120) days, with an additional 30 calendar days, from the date of opening Bids containing technical offers.

The bid can be submitted by interested bidders on the day of the opening of the technical offers.

Bids will be opened in the presence of the bidders' representatives who have submitted an offer who wish assist; to opening session that will take place at: SONATRACH, Division Production, 8, Chemin du Réservoir Hydra – Alger.

The envelopes containing the financial offers will be opened in the presence of the tenderers who wish to attend or of their representatives duly mandated, which will take place on the date, at the time and at the address mentioned in the invitation, which will be sent only to tenderers whose technical offers are declared to comply with the requirements of the Tenders.

Tenderers are bound by their tender for a period of One Hundred Twenty (120) days from the date opening Bids containing technical offers, accompanied by an additional period of Thirty (30) days, from the date of opening of the technical offers.
