NATIONAL AND INTERNATIONAL OPEN TENDER NOTICE

ONE (01) STEP

N° 01/SH/E-P/PROD/OPR/2024

The Company SONATRACH, Exploration - Production Activity, Production Division, Operations Direction, located at 08, Chemin du Reservoir Hydra, Algiers, Algeria, launches an Open National and International Tender Notice for:

Realization of Wells Operations in two (02) lots (Activities)

This market aims to realize stimulation operations on wells (Kick-off, Clean-Out, Matrix Acid, Hydraulic Fracturing, diverse pumping and others services) on all assets of SONATRACH of SONATRACH at its own effort.

The services will be performed on wells on land (Onshore),

Folder Tender may be withdrawn at SONATRACH - Exploration-Production Activity - Production Division - Office Removal specifications - Entry N B -8 Reservoire Rood - Hydra – Algiers by any interested bidder, against payment of a non-refundable fee of one hundred and forty thousand Algerian Dinars (DA140 000.00) for National Companies, or One Thousand U.S. Dollars (1000 U.S. $) for foreign companies. Payment will be made by transfer to the bank account of SONATRACH - DP N°002.00005.050.32.64.125.56 agency BEA, Djenane El Malik Hydra – Algiers – Algeria.

Bidders making payments through their bank abroad must imperatively present the Swift to the Banque Extérieur d'Algérie, located at Boulevard Amirouche in order to confirm the transfer operation.

Payment receipt must include obligatory:

• References of the Tender.
• The name of the Company.

The Tender File will only be delivered to the only representative duly mandated by the Bidders wishing to participate in this Tender Notice. The mandate must contain the detailed contact details of the Bidder (Email, fax number and telephone).

Bidders appearing on the black list of Companies in the Energy and Mining sector cannot withdraw this Tender Document.

The payment relating to the withdrawal of the Tender File must be made in the name of the Bidders who has withdrawn the Tender File, under penalty of rejection.

The method of one-stage submission applies to this tender.

Under this tender, the technical bids, without any indication of prices and financial offers must be submitted simultaneously in two separate envelop contained in one envelop, at: Office order SONATRACH, Production Division, 8 Way Hydra Tank - Algiers (the stamp of the office order authentic). The duration of preparation of offers corresponds to the date of withdrawal of this DAO until the deadline for submission of offers.

The deadline for withdrawal period for this DAO is set at thirty (30) days from the date of publication of this invitation to tender on BAOSEM, day of publication inclusive. The withdrawal period and the duration of preparation of tenders is set at forty-five (45) days (at 3:30 p.m) from the date of publication of this notice of Call for Tenders at BAOSEM, included in the count.

In the event that the closing date coincides with a public holiday and / or a legal day of rest, the envelopes will be deposited the following working day.

The validity of the bind bond is equal to the duration of tender validity, One Hundred Twenty (120) days, with an additional 30 calendar days, from the closing date set for the receipt of tenders.

The original bid guarantee can be deposited by the Bidder, or his representative duly mandated, in the envelope containing the technical bid, or submitted by the bidder on the day of the opening of the technical offers.

Bids will be opened in the presence of the bidders duly mandated representatives who have submitted an offer who wish assist, to opening session that will take place at: SONATRACH, Division Production, 08, Chemin du Réservoir Hydra – Alger.

The envelopes containing the financial offers will be opened in the presence of the tenderers who wish to attend or of their duly mandated representatives, which will take place on the date, at the time and at the address mentioned in the invitation, which will be sent only to tenderers whose technical offers are declared to comply with the requirements of the Tenders.

The technical and financial offers must contain the documents listed in the present Tender file.

Tenderers are bound by their tender for a period of One Hundred Twenty (120) days from the closing date set for the receipt of tenders, accompanied by an additional period of Thirty (30) days.

Any submission received after this deadline will be considered null and void.

Notice: BIDDERS may bid according to their choice, to one or two Activity(s)

Activity N°1 : Stimulation

BIDDERS may bid according to their choice, to one or more Lots, with the exception of the Lot dedicated to micro-enterprises; nevertheless, if the BIDDERS submit an offer to a lot “X”, they must bid as follows:

• From Lot 1 to 7 or
• From Lot 4 to 6 or
• Lot 6 alone or
• Lot 7 alone
• Lot 8 is dedicated to micro-enterprises.

Activity N°2 : Cimentation

BIDDERS may bid according to their choice, to one or more lots; nevertheless, if the BIDDERS submit an offer to a lot “X”, they must bid as follows:

• From Lot 1 to 4 or
• From Lot 2 to 4 or
• From Lot 3 to 4 or
• Lot 4 alone.
