National and International Sales Notice of Regenerable Used Oils
N° 01/2020/HU/NAFTAL/BRANCHE COMMERCIALISATION


The National Company of Marketing and Distributing Oil Products- NAFTAL Spa, with a capital of 40.000.000.000 DZD, Tax ID: 099916000969164, Marketing Branch, Lubricants and Special Products Directorate, located at: BP 73 Route des Dunes, Chéraga-Algiers, (Fax: 021.38.36.40, Email: clarification.lub@naftal.dz in case any clarification is required), issues a national and international sales notice to the better offering, for:

Quantity of 20 000 MT +/- 20% of Regenerable used oils, delivered from the two Ports of Algiers and Oran for a period of 02 years.


The tenderers that are interested in this sales notice must present to the address mentioned above:

Accompanied by their technical and financial offers and the payment voucher for the participation fees with a non-repayable amount of 20 000DZD for the local tenderers and 200 € for the foreign ones. The payment shall be done by bank transfer into the bank account N° 002 00008 08 008 60 137-64, open at BEA agencies (External Bank of Algeria).

In this sales notice, the technical offers, with no reference to the price, and the financial ones, must be submitted simultaneously in two separate folds contained in the same one, immediately on the day of the offers’ opening with the presence of the tenderers or their representatives duly mandated at the address mentioned above, on 45th days at 10h00 as of the date of publication of this notice in the Baosem (Bulletin of the Invitations to Tender of the Energy and Mines Sectors). In case the last day coincides a non workday or a legal day off, the offers’ opening day shall be postponed to the following workday.

The single-step submission mode applies to this sales notice.

The reception and opening of the technical and financial offers shall be done immediately on the date set above, as follows:

For the local tenderers:

The technical and financial offers’ opening shall be done in the presence of the tenderers or their representatives duly mandated.

For the foreign tenderers:

The tenderers represented in Algeria must present, accompanied by their technical and financial offers on the day of the offers’ opening (immediate session).

The tenderers that are not represented in Algeria must transmit their technical and financial offers on the following email:

Cons-lub1-20@naftal.dz, dedicated to this purpose and which shall not be consulted until the offers’ opening day.

These latter may follow the progress of the offers’ opening meeting by teleconference.


Presentation of the Technical Offer:

For the foreign tenderers: Are allowed to participate in this sales notice ONLY the companies owning a treatment unit of used oils and must justify in the technical file through the following documents:

-The trade register;

-The Status and balance sheets of the last 03 years;

-Agreement or authorization for exploiting a used oils treatment plant;

-Certificate of admissibility of the contractual quantity by the treatment unit.

For the local tenderers: are allowed to participate in this sales notice ONLY the companies empowered by the Ministry of Environment and Renewable Energies, authorizing them to activate in the field of collecting and/or treating and/or exporting used oils, and must justify in the technical file through the following documents:

-The trade register;

-The status and the balance sheets of the last 03 years;

-Valid document of notification and movement of special dangerous wastes, delivered by the Ministry of Environment and Renewable Energies.

Presentation of the financial offers:

For the foreign tenderers: The financial offers must be expressed in unit price per Metric Ton, FOB in Algerian ports (Incoterms 2020) in USD/€.

For the local tenderers: The financial offer must be expressed in price unit per Metric Ton Taxes Excluded (DZD. Taxes Excluded).

For each quantity to be removed, the payment shall be done by bank transfer or by check, certified and deposited one week earlier.


Sales Conditions:

The tenderers keep engaged to their offers for a period of 120+30 days as of the date of the offers’ opening.

The contracting party has the right, in case the financial offers are below the bottom price, to the tenderers to immediately revise their offers upwards.
