The national company SONATRACH, Transport Activity by Pipeline, Exploitation Division, Regional Direction of Béjaïa, issues a national and international open invitation to tender N°05/RTC/MTN/2020 to relating to the renovation of the Sea-Line telemetry system.
The bidders who are interested by the present notice may withdraw the specifications at one of the following addresses, within a period of Forty-five (45) days from its publication in the BAOSEM, (From 05/03/2020 of 19/04/2020) on presentation of a copy of Trade Register and the receipt of the transfer of a non repayable sum of five thousands Algerian dinars (5 000 DA) or the equivalent of this sum in a convertible foreign currency, in SONATRACH bank account N°002 000 410 412 200 009/95, opened at the External Bank of Algeria (BEA), Agency n° 41, located in Boulevard KRIM Belkacem, Béjaïa.

The bidding mode applicable to the present invitation to tender is of one step.
The bidders or their representatives must pass their technical bids, accompanied with the documents required in specifications, without any reference to the price, and their financial bids accompanied with the documents required in separated envelopes, these two envelopes must be put in an external anonymous envelope bearing only the following mentions:

Tenderers must add to their Technical offers a guarantee amounting of five hundred and twenty thousand (520 000,00 DA) Algerian dinars or the equivalent of this sum in a convertible foreign currency, the guaranties are valid for a period of 120 days plus an additional period of 30 days.
The bids will be opened in the presence of bidders or their representatives to the opening session which be held at the siege of the RTC Béjaïa located at the above address, on 20/04/2020 at 10.00 am.
The folders containing the financial offers shall be opened and examined in the presence of bidders wishing to attend or their duly appointed representatives at the opening and examination of financial offers to be held on the date, time and To the address mentioned in the invitation to be sent only to tenderers whose Technical Bids declared in conformity with the requirements of the Bidding Documents.
The bidders will remain committed by their offers during a period of one hundred and twenty (120) calendar days after the deadline for submission of bids.
