NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER N°04/RTC/MNT/2022

The national company SONATRACH, Transport Activity by Pipeline, Exploitation Division, Regional Direction of Béjaïa, issues a national and international open invitation to tender N°04/RTC/MNT/2022 to:

Renovation of the Sea-Line telemetry system.

The bidders who are interested by the present notice may withdraw the specifications at one of the following addresses, within a period of forty-five (45) days from its publication in the BAOSEM, (from 09/02/2022 to 27/03/2022, on presentation of a copy of Trade Register and the receipt of the transfer of a non-repayable sum of five thousands Algerian dinars (5 000DA) or the equivalent of this sum in a convertible foreign currency, in SONATRACH bank account N° 002 000 410 412 200 009/95, opened at the External Bank of Algeria (BEA), Agency n° 41, located in Boulevard KRIM Belkacem, Béjaïa.

Withdrawal by electronic means is preferred because of the situation linked to the Covid-19 pandemic.

The deadline for submission of tenders is 27/03//2022, at 16:00 am.

The bidding mode applicable to the present invitation to tender is of one step.

The submissions must transmit the Technical Offers without any indication of price and the Financial Offers simultaneously in two separate folds and contained in the same fold, at the guard post of the headquarters of the Region (Béjaïa) accompanied by a letter of commitment, signed by them with a view, if they wish, to participate in the Technical Bids opening session which will take place on 29/03/2022, by videoconference, the solution of which is implemented via the collaborative communication application "Microsoft Teams".

For this purpose, submissions must be communicated to the e-mail addresses of their Microsoft accounts.

The folds must include, in addition to the tenderer's contact details, the following information:

The Technical Offers are accompanied by a bank tender guarantee, the period of validity of which is equal to the period of validity of the technical offers (one hundred and twenty (120) days accompanied by an additional period of thirty (30) calendar days, an amount to one million five hundred thousand (1, 500,000.00 DA) Algerian Dinars or the equivalent of this sum in a convertible foreign currency.

After examining and evaluating the Technical Offers, the tender who’s Offers have been deemed to comply with the requirements of the Tender Documents will be invited to the opening meeting of the tenders containing their financial offers, also by videoconference.

The bidders will remain committed by their offers during a period of one hundred and twenty (120) calendar days after the deadline for submission of bids.
