National and International Open Invitation to Tender
N° 041/DVL/DAP/2018

The National Company for Pipelines (ENAC/Jsc) issues a national and international open invitation to tender, regarding:

Rental of semi-automatic welding equipment, and supply of welding wire (internal pass), compatible with tube shade API 5L X70M PSL2, and appropriate to the semi-automatic welding equipment, destined to the Project EGPDF Ø48” length 103Km, section: TC El Aricha (PK 0+000) to PC01 (PK 103+083).

The specification may be withdrawn at : Direction Juridique (Bureau n°12) ENAC/Spa-132, Rue de Tripoli-Hussein Dey-Alger (Algérie), by any interested tenderer, in return of the payment of a non-repayable amount of 2500DZD, upon the presentation of an authorization letter bearing the tender subject and an authenticated copy of the commercial registration, and an information form duly sealed and signed by the first responsible of the tendering company, filled in by the following information : the company’s name, quality, E-mail, phone/ Fax numbers.

The closing date for the specifications withdrawal is five (05) days before the tenders’ submission deadline.

The tendering mode in one stage applies to the present invitation to tender.

Concerning the present invitation to tender, the technical ones, without price indication and the financial ones must be handed over at the same time in two separate envelopes put inside the same envelope bearing the mention:

No later than September, 13th 2018 at 10h00, in all cases, the acknowledgement of receipt of the general courier service (BOG) of ENAC makes valid.

The financial tenders are accompanied by a submission bail, whose validity duration is equal to the tender’s validity duration, which is 120 days with an additional deadline of 30 calendar days.

This submission bail must be enclosed with the technical tender envelope.

The technical tenders’ envelopes shall be opened in the presence of tenderers’ representative (s) for those who wish to attend the envelopes opening session at: ENAC/Spa-132, Rue de Tripoli-Hussein-Dey-Alger-Algérie, September, 13th 2018 at 10:15 am.

The financial tenders’ envelopes shall be opened and examined in the presence of the tenderers who wish to attend it or their duly appointed representatives during the financial tenders opening and examination session which shall take place at the date, timing and address mentioned in the invitation which shall be addressed to only the tenderers whose technical tenders are declared conformed to the specifications’ requirements.

The tenderers remain bound to their tenders for a period of 120 calendar days as from the date of the tenders’ submission.
