PROCESS IN TWO (02) STAGES

Sonatrach Company - Exploration Production - Production Division - Regional Directorate of Hassi R'Mel, BP No. 64 Hassi R'Mel, 03300 willaya of Laghouat, is launching a national and international restricted invitation to tender for the « Revamping of Fire & Gas automatic security systems in the industrial units of Hassi R'Mel, »

The works, the performances and the bound services consist in:

Engineering Site Survey.
The deliveries on sites of the supply;
The execution of the assembly work, the installation of the Work and the staff training of Master of the Work;
The putting into service and the various Essays;

The criteria of qualification carry on:

The present File of Invitation for tenders addresses the only natural and legal persons having a minimal experience of Five ( 05 ) years justified in the conception and/or the realization, and the works of installation of the fire-fighting automatic security systems, " Fire and Gas " in the oil and gas installations.
The installed equipment must conform to NFPA standards, BSI or IEC and built by a company with a level of certification ISO9001 last version.
Having to proper performance certificates three in number (03) or more, relative to similar major markets in this invitation to tender dossier.
The key personnel of the bidder, to realize the appeal of this market subject to bidding documents Restricted must have accumulated experience of Five (05) years minimum in the realization of similar projects.

The offer of every Tenderer not answering these requirements will systematically be rejected.

By all interested candidate, against the payment of a nonrefundable amount of:

Five Thousand Dinars Algerian (5000,00 DA) For the national candidates
Fifty euros (50 €) For the foreign candidates

Payment must be made by transfer to the following Sonatrach bank accounts:

a) For candidates wishing to withdraw the tender file from office of management of the files of calls for tender, Entered N°03, 10, street of Sahara, Hydra - Algiers, the payment must be made by bank transfer in behalf of Sonatrach, under : RIB N° 002 00005 0503264 125 56 open at Banque Extérieur d’Algérie B.E.A, agency of Djenane El Malik, Hydra, Algiers.

b) - For candidates wishing to withdraw the tender file from Sonatrach, Sonatrach, Régional Directorate of Hassi R’Mel (Wilaya de Laghouat), Administrative complex block 1, office N° 26, the payment will be made by bank transfer in behalf of Sonatrach, under : RIB N° 002 00083 8308360002 51, open at Banque Extérieure d’Algérie B.E.A, agency of Hassi R’Mel, Wilaya de Laghouat,

(Every week from Sunday to Thursday before 3:30 p.m.).

“ TECHNICAL OFFER - DO NOT OPEN ”

4. The deadline for the preparation of tenders is set to Ninety (90) days from the date of publication of the notice of this tender in BAOSEM unless an extension is granted, the tenders must be submitted by the Bidder no later than 18H00 the last day for submission of Bids.

The technical offer is accompanied by a bid bond Original of:

For domestic bidders: Ten Millions Algerian dinars (10 000 000,00 DA)

For foreign bidders: Hundred Thousand Euros (100 000, 00 €)

Whose validity is of Hundred and twenty (120) Days, as from date of opening of the Financial Bids, matched by a further time of Thirty (30) calendar days.

5. The envelopes containing the technical offers will be opened in presence of the bidders representatives who wishes to attend, during the bid opening session which to be held at Regional Directorate of Hassi R’Mel, at the administrative complex (the date of the session will be communicated to bidders who the DAO, by means of Fax / E-mail).

6. The tenderers whose technical offers were declared eligible will be invited to submit a financial offer.

7. the envelopes containing the financial bids will be opened and examined in the presence of bidders wishing to attend or their duly designated representatives, during the session of opening and evaluation of financial bids, which to be held on the date, time and address to be mentioned in the invitation addressed exclusively to bidders who had submitted technical bids deemed compliant with the requirements of the tender dossier.

8. Bidders shall remain committed by their offers for a period of One hundred and twenty (120) days calendar, from the date of opening of Technical Bids.

Sonatrach may ask the tenderer to extend the validity period of offers during the evaluation. Bidders will be informed in writing and must respond in writing.

N.B:

- The candidates representing in the blacklist of the companies of sector of the energy and mines, cannot remove the File of Invitation for Tenders;
