NATIONAL AND INTERNATIONAL INVITATION TO TENDER

TWO STAGES

SONATRACH, Exploration & Production Activity, Petroleum Engineering and Development Division invite tenderers to national and international competition, process in two (02) stages, for:

Rhourde El Baguel and Mesdar field 3D Data Seismic Reprocessing

No later than Thirty (30) calendar days and before 3:00 p.m., from the date of publication of this notice in BAOSEM, by any interested bidder, against payment of a non-refundable amount of Seventy Thousand Algerian Dinars (70,000.00 DA), for national bidders, Five Hundred US Dollars (500 US$), for international bidders.

Payment will be made by transfer to the bank account of the Petroleum, Engineering & Development Division, opened with the BEA Agency, Djenane El Malik, Hydra, under number 002000050052200046/01.

Payment receipt must mention the tender references and the company name.

Under the first stage of this call for tenders, only technical offers, must be presented, no financial offer, or indication of price is permitted.

The bidder places the original (paper format) of his offer and its two (02) digital copies (USB key), in one envelope, sealed, containing the documents required by the DAO, bearing the mentions:

Only the inner envelopes will bear the acronym, the company name and the address of the tenderer, so as to allow the Contracting Structure to return the unopened sealed offer, if it has been declared "out of time".

The external envelope must be anonymous and contain only the following information:

The duration of preparation and submission of technical offers is set at Thirty (30) calendar days and before 3:00 p.m., from the date of publication of this notice in BAOSEM.

After this period, any submission received will be rejected and considered null and void. The stamp of the office receiving offers is authentic.

Companies appearing on the “list of companies excluded from participation in the contracting processes of SONATRACH and its subsidiaries” cannot bid for this Call for Tenders during the entire exclusion period.

The opening of the bids, under the first stage, will be done in the presence of the duly authorized representative(s) of the bidders who so wish. The date, time and place of opening will be indicated in the invitation letters which will be sent by the contracting structure to the bidders who have withdrawn the tender documents to attend.

Bidders whose technical offers are compliant will be invited to submit a financial offer, under the second stage, by letters of invitation which will be sent by the contracting structure.

The technical offers are assorted by a submission bail with an amount of 3 800 000.00 DA for Algerian tenderers, and 27 500.00 USD for foreign ones, whose validity duration is equal to the offer’s validity duration, that is 180 days assorted by an additional period of 30 calendar days.

Bidders stay engaged by their offer for a period of One Hundred and Eighty (180) calendar days from the opening of technical tenders.

N.B: SONATRACH reserves the right to cancel this invitation to tender at any stage of the procedure for reasons of which it remains the sole judge.
