The National Company SONATRACH SpA, Exploration-Production Activity, Production Division, Operations Direction, 8, Chemin du Reservoir, Hydra, invites tenders to International open call for tender in One Step:

« SlickLine and Well Testing Operations »

It is in this contract to perform SLICKLINE and WELL-TESTING operations on all SONATRACH perimeters at its own effort and put at the disposal of SONATRACH:

• Services de Jaugeage et Slickline
  • Unité de Jaugeage (Séparateur conventionnel) : (Séparateur tri phasiques, Bac de jaugeage, Pompe de transfert, pompe de test en pression, équipement pour allumage de torche ; moyens de télécommunications et équipement anti-incendie).
  • Unité de Jaugeage (séparateur In line Testing) :(Séparateur tri phasiques, surge tank, compteurs métrique, pompe de test en pression, moyens de télécommunications et équipement anti-incendie).
  • Unité de Jaugeage (Multiphase Meter), (MPFM, pompe de test en pression, moyens de télécommunications et équipement anti-incendie).
  • Équipement de mesure de longue durée sur manifold.
  • Unité Slick line double Tambour.
  • Treuil Slick line.
  • Équipement BHP électronique avec Jauge à quartz.
  • Outils d’enregistrement à mémoire (Thermolog, PLT etc…).
  • Outils d’enregistrement à mémoire avec lecture en surface.
  • Jauges à mémoire de surface.
  • Outils spéciaux (perforation mécanique, ancrage des plugs et des bridges plug).
• Services de Testing, DST and PVT
  • DST standard (équipements de fond et de surface).
  • Perforation en cours du DST (TCP).
  • Échantillonneur avec kit de banc de transfert.
  • Laboratoire d’analyses PVT.

The services will be performed on wells on land (Onshore),

Folder Tender may be withdrawn at SONATRACH - Exploration-Production Activity - Production Division - Office Removal specifications - Entry N°. 3 - 10, Rue du Sahara - Hydra - ALGER by any interested bidder, against payment of a non-refundable fee of one hundred and forty thousand Algerian Dinars (DA 140 000.00) for National Companies, fifty thousand (50 000,00 DA) for micro-entreprise or One Thousand U.S. Dollars (1000 U.S. $) for foreign companies. Payment will be made by transfer to the bank account of SONATRACH - DP N°002.00005.050.32.64.125.56 agency BEA, Djenane El Malik Hydra – Algiers – Algeria.

Bidders making payments through their bank abroad must imperatively present the Swift to the Banque Extérieur d'Algérie, located at Boulevard Amirouche in order to confirm the transfer operation.

Payment receipt must include obligatory:

• References of the Tender;

The name of the Company.

The Tender File will only delivered to the only representative duly mandated by the Bidders wishing to participate in this Tender Notice. The mandate must contain the detailed contact details of the Bidder (Email, fax number and telephone).

Bidders appearing on the black list of Companies in the Energy and Mining sector cannot withdraw this Tender Document.

The payment relating to the withdrawal of the Tender File must be made in the name of the Bidders who has withdrawn the Tender File, under penalty of rejection.

The method of one-stage submission applies to this tender.

Under this tender, the technical bids, without any indication of prices and financial offers must be submitted simultaneously in two separates envelop contained in one envelop, at: Office order SONATRACH, Production Division, 8 Way Hydra Tank - Algiers (the stamp of the office order authentic). The duration of preparation of offers corresponds to the date of withdrawal of this DAO until the deadline for submission of offers.

The withdrawal period for this DAO is set at thirty (30) days from the date of publication of this invitation to tender on BAOSEM.

The withdrawal period and the duration of preparation of tenders is set at forty-five (45) days (at 3:30 p.m) from the date of publication of this notice of Call for Tenders at BAOSEM, included in the count.

If the last day coincides on a weekend (Friday & Saturday) or a public holiday, the last day for submitting offers will be the following working day

The technical bids shall be accompanied by a bid bond of:

The validity of the bind bond is equal to the duration of tender validity, One Hundred Twenty (120) days, with an additional 30 calendar days, from the closing date set for the receipt of tenders.

The original bid guarantee can be deposited by the Bidder, or his representative duly mandated, in the envelope containing the technical bid, or submitted by the bidder on the day of the opening of the technical offers.

Bids will be opened in the presence of the bidders' duly mandated representatives who have submitted an offer who wish assist; to opening session that will take place at: SONATRACH, Division Production, 8, Chemin du Réservoir Hydra – Alger.

The envelopes containing the financial offers will be opened in the presence of the tenderers who wish to attend or of their duly mandated representatives, which will take place on the date, at the time and at the address mentioned in the invitation, which will be sent only to tenderers whose technical offers are declared to comply with the requirements of the Tenders.

The technical and financial offers must contain the documents listed in the present Tender file.

Tenderers are bound by their tender for a period of One Hundred Twenty (120) days from the closing date set for the receipt of tenders.

Noticed :

BIDDERS may bid according to their choice, to a lot “X”, with the exception of the lot dedicated to micro-enterprises; nevertheless, they must bid as follows:

• From lot 1 to 6 or
• From lot 5 to 6 

Lot 7 is dedicated to micro-enterprises

BIDDERS micro-enterprises may bid only to lot N°7 ; nevertheless, they must bid as follows:

• From lot 7.a to 7.c or
• Lot 7.b alone or
• Lot 7.c alone.
