The National Company of Big Oil Works (ENGTP), presented by the Engineering Directorate issues a national and international Open invitation to tender regarding:

Study, Supply, and Commissioning for the Construction of a Filling Hall

For the project: "EPC Construction of a New LPG Filling Center in Béchar".

The Tender Documents may be withdrawn from the above address, by every interested tenderer, in 21 days utmost, as of the publication of this notice in BAOSEM, upon presentation of a nominative commitment on paper with company letterhead to the person authorized to withdraw and proof of payment of a non-refundable amount of:

The two-steps submission method applies to this invitation to tender.

concerning the first stage, the technical offers, without any indication of the price related to this invitation to tenders, must be submitted in four separate envelopes contained in the same envelope, at the following address:

No later than 36 days as of the date of publication of this invitation to tender in BAOSEM.

Technical offers are accompanied by an offer guarantee in the form of a Submission bail in the amount of:

The validity period of which is equal to the validity period of the OFFERS, i.e., (180) days as of the date of technical offer’s opening, in addition to an additional period of (30) calendar days.

The submission bail is an integral part of the technical offer.

The submission bail may be submitted to the offer’s opening committee by the tenderer or their authorized representative on the day the technical offers are opened.

The offers will be opened in the presence of the tenderer(s)s' representatives who so wish at the opening session at the above-mentioned address, the date of which will be communicated to them by invitation letter.

tenderers will remain engaged to their offers for a period of (180) calendar days as of the date of technical offers’ opening.

tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

The offers, during the second stage, will be opened in the presence of the representative(s) of the tenderers who wish to attend the opening session, which will be communicated to them by invitation letter.

Conditions of eligibility:

tenderers must meet the qualification criteria to execute the contract based on the following criteria:

To demonstrate a sound financial situation with balanced cash flow enabling it to execute the contract that is the subject of this Invitation to Tender.

The Manufacturer/Supplier must demonstrate experience in manufacturing and marketing the requested Supply, based on at least two (2) similar contracts of comparable scope. These references must be submitted on the tenderer's letterhead, including the tender reference number, and accompanied by duly signed certificates of satisfactory performance from the various clients.

Equipment must comply with applicable regulations, norms, and standards.

Technical capacity and experience criteria will be used to determine whether the supplier possesses the capacity to satisfactorily execute the contract.

The tenderer must provide, by client name, professional references for contracts similar in nature to those described in the tender documents that the tenderer has successfully completed. Such references must include, at a minimum:

The client's name;

Locations and dates of services provided;

Duly signed certificates of satisfactory performance from the various clients. Technical offers must be accompanied by the regulatory documents listed in the specifications.

And any other information or documents to be provided by the tenderers, if specified in the tender documents. tenderers should use, in particular, the corresponding documents and templates included in the tender documents.

The aforementioned documents are mentioned in the tender documents under Article IS: 7.2.

Technical offers must contain the following documents:

The letter of submission of the technical Offer;

The declaration to be signed;

The declaration of integrity;

The confidentiality agreement;

The bid security, bearing minimum information and equal to the amount indicated in the table cited above:

Denominated in Algerian Dinars and issued by a bank governed by Algerian law for tenderers governed by Algerian law;

Denominated in a convertible foreign currency and issued by a bank governed by Algerian law, counter-guaranteed by a first-class foreign bank for tenderers governed by foreign law;

The general information file and the administrative file, as detailed in points 10 and 11 below;

The technical offer itself, including the relevant Contract documents, in particular those highlighting the tenderer's qualifications, certifications, accreditation, implementation plans and methodology, proposed technical solution, and experience;

Observations and/or comments on the technical offer in relation to the technical file, if applicable;

Observations and/or comments on the draft contract, if applicable;

The delegation(s) of authority of the signatory(ies), and that of the consortium(s), authorizing the signatory(ies) of the offer to bind the tenderer;

The commitment to provide the guarantee of the ultimate parent company or the majority shareholders, if applicable;

The draft contract signed and initialed on all pages;

The authorization(s) of the manufacturer(s);

The tender documents must bear the notation "read and accepted" on their last page.

tenderers must submit the following general information package with their technical offers:

Details of their organization and structure, including for each member of a group or consortium;

Documents relating to their qualifications in the field of the relevant contract, as well as professional references;

Details of their current and projected workload;

ISO certification or equivalent, company quality plan, and/or qualification certificate;

Documents proving the qualifications and experience of key personnel;

Documents proving their financial, technical, and production capabilities necessary to execute the contract.

tenderers must submit the following administrative documents with their technical offers:

For Algerian tenderers:

Company statutes and list of principal shareholders or partners;

Extract from their electronic commercial register;

Updated tax status in Algeria;

Extract from the tax register for tenderers under Algerian law or foreign tenderers with a permanent establishment or who have worked in Algeria;

Status with regard to social security organizations in Algeria;

Certificate of filing of social security accounts

History of past and current litigation.

Criminal record extract for individuals;

Financial statement of the tenderer, including balance sheets, income statements, and the auditor's reports for the last three years;

Power of attorney for the signatory authorized to act in the name and on behalf of the tenderer and committing the company or business to the performance of the contract covered by these specifications. This document must be original, dated, and signed by the tenderer;

Professional references with two (2) certificates of satisfactory performance for the services covered by this Invitation to Tender;

Copy of the receipt for payment of the tender document withdrawal fee, made out to the tenderer.

For foreign tenderers:

Company articles of incorporation and list of principal shareholders or partners, certified by the legal authorities of their respective countries;

Extract from their electronic business register, certified by the chamber of commerce;

Updated tax status in the countries where their registered offices are located;

Certificate of social security compliance. The Bidder's financial situation, including balance sheets, income statements, and the auditor's reports for the last three years;

History of past and current litigation;

Criminal record extract for individuals.

Authorization of the signatory to act on behalf of the tenderer and commit the company to the execution of the contract covered by these specifications. This authorization must be original, dated, and signed by the tenderer;

Professional references with two (2) certificates of satisfactory performance for the services covered by this tender document;

Copy of the receipt for payment of the tender document withdrawal fee, made out to the tenderer;

For foreign tenderers without a permanent establishment in Algeria, a tax residency certificate issued by their country's tax authorities;

a tax identification number (NIF) For foreign tenderers with a permanent establishment or who have worked in Algeria.
