SONATRACH Spa, REFINING AND PETROCHEMICAL ACTIVITY- REFINING EXPLOITATION DIVISION, RA2K REFINERY, BP 363, Industrial Zone, 21000 Skikda Algeria, launches an Open National and International Invitation to Tender for:

Study, supply and installation of naphtha demercurization system (MRF) AT RA2K refinery

The Tender file covers the study, design, supply, construction, inspection and assembly necessary for the construction of a Naphta Demerrcurisation Unit at the Refinery RA2K in Skikda, including commissioning, operational and performance testing also the training of operating personnel.

or requested via e-mail,, ra2k.spm@sonatrach.dz no later than Thirty-Five (35) Calendar Days, from the publication of the notice of Tender in BAOSEM, by any interested candidate, against payment of a non-refundable amount of twenty thousand (20,000.00) dinars for national bidders or one hundred and fifty (150 €) Euros, for foreign bidders, and up on presentation of a copy of the commercial register and a mandate for the person responsible for removing the tender file.

Proof of payment for the withdrawal of the Tender file (Bank Notice) must be drawn up on behalf of the Bidder.

The tendering mode in Two-stage applies to the present invitation to tender.

As part of the first stage of this call for tenders, the technical offers without any indication of price must be deposited in folds at the address:

The deadline for submitting tenders is no later than forty-five (45) calendar days 16:00, from the publication of the notice of tender in BAOSEM, and if the deadline for submitting tenders coincides with a Public Holiday or a Legal Day of Rest, the deadline for submitting tenders shall be extended to the following calendar day.

The technical offers are accompanied by a bid guarantee of Five Million (5,000,000, 00) Algerian Dinars for national bidders and Thirty-Five Thousand Euro (35,000 €) for Bidders under foreign law.

The period of validity is equal to the period of validity of the offers, is one hundred eighty (180) days with an additional period of Thirty (30) calendar days.

If the last day, from the deadline for submission of offers, coincides with a public holiday or weekend (Friday and Saturday); the deadline for submission of offers will be extended until the next working day.

The guarantee of submission may be submitted by interested candidates on the day of the opening of the technical offers.

Bidders whose technical offers have been declared compliant will be invited to submit a financial offer.

The first stage folds will be opened in the presence of the Bidder representative(s) who so wish, at the opening session.

The date, place and time of the opening session will be communicated in the invitation letter sent to the tenderers who have withdrawn the Tender file.
