At the latest Forty-five (45) days from the date of the first publication of the call for tenders in BAOSEM, by any interested candidate, against payment of a non-refundable amount of Three Thousand Dinars Algerian (3000 DZD) for companies under Algerian law and Twenty (20) euros for companies under foreign law. The proof of payment relating to the withdrawal of the Call for Tenders File (Bank advice) must be established in the name of the tendering company.
The two (02) stage submission mode applies to this Call for Tenders.
Under the first stage of this Call for Tenders, the technical offers without any indication of price must be deposited in envelopes, no later than sixty (60) Days from the date of publication in BAOSEM, at the address below :

The technical offers are accompanied by a bid guarantee of Eighty-Five Thousand US Dollars (85,000.00 USD) or the equivalent of another convertible foreign currency for bidders under foreign law and Twelve Million Dinars Algerians (12,000,000.00 DA) for tenderers under Algerian law whose validity period is equal to the validity period of the tenders, i.e. One Hundred and Eighty (180) days, plus an additional period of 30 Calendar Days . If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day.
Bidders whose technical bids have been declared compliant will be invited to submit a financial bid. The bids under the first stage will be opened in the presence of the representative(s) of the Bidders who so wish, at the opening session which will take place at the address and on the date mentioned in the invitation letter.
The bid guarantee can be submitted by interested candidates on the day of the opening of the bids for the technical offers.

Bidders will remain committed to their bid for a period of One Hundred and Eighty (180) calendar days from the deadline for submission of technical bids. The duration can be extended.
This invitation to tender is intended for bidders meeting the minimum qualification criteria below:
-Having a trade register bearing the activity code(s) corresponding to the subject of the Call for Tenders and constituting their main activity;
-The tenderer must be a legal entity;
-Having specialized personnel authorized to carry out the Works covered by this DAO;
- The clearances, qualifications and experience of key personnel; the authorization titles in the field of qualification of the key personnel and their professional experience must be provided;
-Professional references demonstrating recent general and specialized experience in carrying out EPC projects, in LPG and/or LNG and/or petrochemical and/or refining units, justified by at least two (02) certificates of good performance issued by the customer during the last ten (10) years or, where applicable, by the minutes of Final Acceptance signed by both parties;
-The sound financial situation, as well as the ability to generate potential cash flows, with in particular having cash and/or credit facilities, net of other contractual commitments, for an amount covering at least a period of four months of achievement;
- Ongoing disputes and/or arbitration proceedings: The Bidder must specify, in its offer, all pending disputes and arbitration proceedings in which it is involved, specifying their reasons;
-Having the material and human resources required for the project.
