The SONATRACH Company, Liquefaction and Separation Activity, Development Division, The Gas Projects Follow-up Direction - P.O N°810 ARZEW– 31230 Oran - ALGERIA launches national and international restricted tendering process in two (02) steps N°06/SH/LQS/DEV/RGZ/2025 for:

Study, supply, installation and commissioning of eight (08) boilers of 200 T/h unit capacity with their auxiliaries for the GL1Z and GL2Z Complexes.

This invitation to tender is addressed only to bidders meeting the following criteria:

For companies :

Be a manufacturer of industrial steam boilers;

 Have a minimum of twenty (20) years of general experience in the design, engineering, procurement, construction and assembly, testing and commissioning of industrial steam boilers with a capacity of 150 T/h and above,

Have completed at least one (01) project over the last ten (10) years relating to the design, engineering, procurement, construction and assembly, testing and commissioning of industrial steam boilers with a capacity of 150 T/h and more using natural gas with a minimum pressure of 65 barg;

In the case of a group/consortium:

 One of the members of the group/consortium must be the manufacturer of the industrial steam boilers.

 Each member of the group/consortium must demonstrate their general and specialized experience in providing services similar to their field of intervention within the group/consortium for the execution of the project covered by this tender.

 no later than forty-five (45) business days from the date of the first publication of the notice of invitation to tender at BAOSEM by any interested candidate on presentation of a copy of the trade register, against payment of a non-refundable amount of five thousand Algerian Dinars (5 000 DA) for companies under Algerian law and thirty (30) Euros for companies under foreign law.

The payment receipts for the withdrawal of the tender documents must be made out in the name of the company wishing to withdraw the tender documents.

The two (02) steps submission method applies to this invitation to tender.

Under the first stage of this Call for Tenders, the technical offers without any indication of price must be deposited in envelopes, at the address:

no later than seventy-five (75) business days from the date of publication in BAOSEM.

Technical bids shall be accompanied by a bid security of one hundred thousand Dollars US (100 000 USD) or the equivalent of another convertible foreign currency for bidders under foreign law and thirteen million Algerian Dinar (13 000 000 DZD) for bidders under Algerian law, the period of validity of which shall be equal to the period of validity of the bids, i.e., One Hundred and Eighty (180) days, plus an additional thirty (30) Calendar Days;

If the last day of the deadline for submission of tenders coincides with a public holiday or week-end (Saturday & Friday), the date will be postponed to the next working day

The bid guarantee can be submitted by interested candidates on the day of the opening of the bids for the technical offers

The bids under the first stage will be opened in the presence of the representative(s) of the Bidders who so wish, at the opening session which will take place at the address and on the date mentioned in the invitation letter.

Under the second stage: Tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

Bids containing financial offers will be opened in the presence of the representative(s) of the Bidders who so wish at the opening session which will take place at the address takes place on the date, time and address indicated in the invitation to attend the bid opening session containing the financial offers.

Tenderers shall remain bound by their tenders for duration of one hundred eighty (180) calendar days from the date of submission of tenders. The duration can be extended.
