The candidates for this prequalification are required to demonstrate their capabilities (technical, financial, etc.) to provide the supply and related services of mechanical materials and equipment, which are the subject of the prequalification.

The prequalification candidates must justify their references and performances relating to the execution of similar operations, both in Algeria and abroad, with a quality in accordance with the requirements of norms, codes and standards.

In a period of 25 days utmost as of the date of publication of this prequalification notice in the Baosem, by every tenderer that are interested, in return of presenting a nominative power of attorney on paper with the company’s headline to the person that is authorized to the withdraw the specifications, and the payment voucher with a non-refundable amount of:

• 20 000 DZD for the Algerian tenderers, in cash to ENGTP at the cash register located at the ground floor of the administrative building GTP/Reghaia, or by bank transfer to ENGTP account N° 001 00641 0300001034 09, open at the National Bank of Algeria BNA, Agency 641 Hassiba Ben Bouali Rouiba, Algiers;
• 130 € for the foreign tenderers by bank transfer to ENGTP account N° 001 00641 0310000031 74 Swift code: BNALDZLXXX, open at the National Bank of Algeria, Agency 641 Hassiba Ben Bouali Rouiba, Algiers.

The companies that are specialized in the field may submit for one or many batches. In this case, the candidate must mention clearly in the candidature letter, Annex II the choice of batches for which he/ she submits to be prequalified.

The candidates showing in the blacklist of the companies that are excluded from conventions with ENGTP and Sonatrach Group cannot withdraw the prequalification dossier.

The candidates must submit ONLY the technical offer, accompanied with administrative and tax documents mentioned in the dossier.

The offers’ preparation period is fixed in 20 days as of the present prequalification file withdrawal deadline.

The prequalification file content:

The technical offer must contain the following documents:

• A letter of application duly completed, each footer being initialled and the last page signed and sealed (The letter of application must conform to the model presented in Annex II).
• The response form duly filled in:
• Its profile, references, financial capacity, resources and qualifications, as well as the existence of any previous litigation,
• The annexes requested in the response form.
• The list of personnel by specialty.
• A qualification meeting the requirements of the profession.
• Professional references.
• (The response form is attached in Annex III of this pre-qualification file, it must be initialed, signed and sealed).

The candidates must join their offers with an administrative file, containing in particular the following documents:

• Articles of association of the company and list of the main shareholders or associates, certified by the legal authorities of their country;
• Extract from its electronic trade register;
• Update of the tax situation in Algeria and in the countries hosting their head offices;
• Situation with respect to social security organizations in Algeria;
• Financial situation of the Bidder including balance sheets and profit and loss accounts and reports of the Auditor for the last five years for the period 2017 to 2021 duly certified.
• History of past and ongoing litigation, if any;
• Extract from the criminal record for individuals;
• Copy of the receipt of payment of the charge book withdrawal fee.

The technical offers, with no reference to the price, with no reference to the price, must be submitted in a sealed fold in 03 separate copies: 01 original and 02 copies in paper and 01 electronic copy on USB key, contained in the same fold, and deposited at the following address in return of an acknowledgment receipt:

In a period of 45 days utmost as of the date of publication of this notice in the Baosem.

The technical offers shall be opened and evaluated by an ad-hoc committee.

The candidates that are technically selected shall be short-listed (by batch) and consulted for the supplies that are object of the prequalification, during the selective consultations.

The candidates that are not selected shall be informed in writing.

The prequalified candidates keep engaged to their offers for a period of 05 years as of the date of the offers’ submission.

NB: ENGTP reserves the right to terminate the call for prequalification process at any stage for reasons of its own choosing.
