The National Company of Big Oil Works (ENGTP), presented by the Engineering Directorate issues a national and international Open invitation to tender regarding:

Supply and commissioning of "Automatic Detection/Extinguishing"

For the project: "STUDY, SUPPLY, CONSTRUCTION AND COMMISSIONING OF 02 RAW OIL STORAGE TANKS OF 25000M3 EACH AT CINA (HASSI-MESSAOUD)".

The Tender Documents may be withdrawn from the above address, by every interested tenderer, in 21 days utmost, as of the publication of this notice in BAOSEM, upon presentation of a nominative commitment on paper with company letterhead to the person authorized to withdraw and proof of payment of a non-refundable amount of:

The two-steps submission method applies to this invitation to tender.

concerning the first stage, the technical offers, without any indication of the price related to this invitation to tenders, must be submitted in four separate envelopes contained in the same envelope, at the following address:

No later than 30 days as of the date of publication of this invitation to tender in BAOSEM.

Technical offers are accompanied by an offer guarantee in the form of a Submission bail in the amount of:

The validity period of which is equal to the validity period of the OFFERS, i.e., (180) days as of the date of technical offer’s opening, in addition to an additional period of (30) calendar days.

The submission bail is an integral part of the technical offer.

The submission bail may be submitted to the offer’s opening committee by the tenderer or their authorized representative on the day the technical offers are opened.

The offers will be opened in the presence of the tenderer(s)s' representatives who so wish at the opening session at the above-mentioned address, the date of which will be communicated to them by invitation letter.

tenderers will remain engaged to their offers for a period of (180) calendar days as of the date of technical offers’ opening.

tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

The offers, during the second stage, will be opened in the presence of the representative(s) of the tenderers who wish to attend the opening session, which will be communicated to them by invitation letter.

Conditions of eligibility:

tenderers must meet the qualification criteria to execute the contract based on the following criteria:

• The Manufacturer/Supplier must have at least three (3) years of experience in manufacturing the requested Supply under the specified climatic conditions (the bidder must submit certificates of satisfactory completion).

• Professional references in the field.

• The criteria of technical capacity and experience will be used to determine whether the supplier possesses the capacity to satisfactorily execute the contract.

The tenderer will provide, by client name, professional references for contracts of a similar nature to those described in the tender documents that the bidder has successfully completed. Such references will include, at a minimum:

o the client's name;

o Locations and dates of services provided;

o Certificates of good performance duly signed by the various clients.

NB:

The references in points 1 and 2 must be provided in a document bearing the supplier's letterhead and signature.

Technical offers must be accompanied by the regulatory documents listed in the specifications.

And any other information or documents to be provided by the tenderers, if specified in the Tender Documents. Bidders should use, in particular, the corresponding documents and templates included in the Tender Documents for this purpose.

• The aforementioned documents are mentioned in the Tender Documents under Article IS: 7.2

1. Technical offers must contain the following documents:

o The technical bid submission letter, according to the template attached to Section 4;

o The declaration to be signed, according to the template attached to Section 4;

o The declaration of integrity, according to the template attached to Section 4;

o The confidentiality declaration, according to the template attached to Section 4;

• The submission bail, bearing minimum information and equal to the amount indicated in the table cited above and according to the model attached to Section 4:

• Denominated in Algerian Dinars and issued by a bank governed by Algerian law for Bidders governed by Algerian law;

• Denominated in a convertible foreign currency and issued by a bank governed by Algerian law, counter-guaranteed by a first-class foreign bank for Bidders governed by foreign law;

• The general information package and the administrative file, as detailed in points 10 and 11 below;

• The technical offer itself, including the relevant Contract documents, in particular those highlighting the Bidder's qualifications, certifications, accreditation, implementation plans and methodology, proposed technical solution, and experience;

• Observations and/or comments on the technical offer in relation to the technical file, if applicable;

• Observations and/or comments on the draft contract, if applicable;

• The power(s) of attorney of the signatory(ies) and of any consortia, authorizing the signatory(ies) of the offer to bind the tenderer;

• The commitment to provide the guarantee of the ultimate parent company or majority shareholders, if applicable;

• The draft contract signed and initialed on all pages;

• The manufacturer's authorization(s);

• The Tender Documents bearing the notation "read and accepted" on their last page;

• And any other information or documents to be provided by the tenderers, if specified in the Tender Documents. Bidders shall use, in particular, the relevant documents and templates included in the Tender Documents for this purpose. • The aforementioned documents are mentioned in the Tender Specifications under Article IS: 7.2.

tenderers must include the following general information package with their technical offers:

• Details of their organization and structure, including for each member of a group or consortium;

• Documents relating to their qualifications in the field of the relevant Contract, as well as professional references;

• Details of their current and projected workload;

• The preliminary HSE plan;

• ISO certification or equivalent, company quality plan, and/or qualification certificate;

• Documents demonstrating the qualifications and experience of key personnel;

• Documents demonstrating their financial, technical, and production capabilities necessary to execute the Contract;

tenderers must also include the following administrative package with their technical offers:

For Algerian tenderers:

• Company statutes and list of principal shareholders or partners;

• Extract from its electronic commercial register;

• Updated tax status in Algeria

• Tax assessment;

• Status with regard to social security organizations in Algeria;

• Certificate of filing of financial statements;

• History of litigation;

• Criminal record extract for natural persons;

• Financial statement of the tenderer, including balance sheets, income statements, and the auditor's reports for the last three years;

• Power of attorney of the signatory authorized to act in the name and on behalf of the bidder and committing the company or business to the performance of the contract covered by these specifications. This document must be original, dated, and signed by the tenderer;

• Professional references with two (2) certificates of good performance of the goods or services covered by this Invitation to Tender;

• Authorization from the manufacturer for the marketing of the goods or services covered by this Invitation to Tender;

• Copy of the receipt for payment of the DAO withdrawal fees made out to the tenderer.

For foreign tenderers:

Company statutes and list of principal shareholders or partners, certified by the legal authorities of their respective countries;

Extract from their electronic trade register endorsed by the chamber of commerce;

Updated tax status in the countries where their registered offices are located;

Certificate of social security compliance;

tenderer's financial statements, including balance sheets, income statements, and the auditor's reports for the last three years;

History of litigation;

Criminal record extract for individuals;

Power of attorney from the signatory authorized to act in the name and on behalf of the bidder and to bind the company or business to the performance of the contract covered by these specifications. This document must be original, dated, and signed by the tenderer;

Professional references with two (2) certificates of good performance for the services covered by this tender;

Manufacturer's authorization for the marketing of the goods covered by this Invitation to Tender;

Copy of the receipt for payment of the tender document withdrawal fees, made out to the tenderer.
