The Sonatrach Company, RPC Activity -Refining Exploitation Division Exploitation of Arzew residing at the following address: Zone Industrielle - BP N° 37 Route de Tlélat 31200-Oran-Algerie launches a National and International Open Call for Tenders for:

Supply and commissioning of measuring and analysis equipment for a quality control laboratory for petroleum products in two (02) separate lots:

Part N°01: UV-Visible spectrometer

Part N°02: Automatic smoke point

The Tender Documents can be withdrawn from the Structure de Passation des Marchés of Arzew Refinery before the withdrawal deadline set at Thirty (30) calendar days since the first publication of this Invitation into the tender at the BAOSEM by any interested candidate, against payment of a non-refundable amount of Five Thousand Dinars (5 000 DA) for the Algerian companies and Fifty Euros (50 €) for the foreign companies and the presentation of a copy of the electronic commercial register. The payment will be carried out by transfer with the bank account Arzew Refinery:

Proof of payments relating to the withdrawal of the Tender File (Bank advice / Cash payment slip) must be drawn up in the name of the tenderer.

Only one stage mode of tender is applied to the present invitation.

Under this invitation to tender, the technical offers, without any indication of price and the financial offers must be given simultaneously in two separate folds contents in the same anonymous fold, with the following address:

Supply and commissioning of measuring and analysis equipment for a quality control laboratory for petroleum products in two (02) separate lots:

Part N°01: UV-Visible spectrometer.

Part N°02: Automatic smoke point

“Technical Offer and Financial Offer – Do Not Open-”

No later than the deadline for submission of tenders set at forty-five (45) calendar days as from the date of publication of the offer on the BAOSEM, before 15h30.

If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day.

The technical offer is given with a guarantee of offer of an amount of:

Part N°01: UV-Visible spectrometer.

For local bidders: Five Hundred Thousand Algerian Dinars (500,000.00 DA).

For foreign bidders: Three Thousand Euros (3,000.00 €).

Part N°02: Automatic smoke point

For local bidders: Three Hundred Seventy Thousand Algerian Dinars (370,000.00 DA)

For foreign bidders: Two Thousand Euro (2,000.00 €).

Whose period of validity is equal to the period of validity of the offers, that is One Hundred and Eighty (180) with an additional period of 30 calendar days.

The bid guarantee may be submitted to the bid opening commission by the bidder or his authorized representative on the day of the opening of the technical bids.

The folds will be opened with the presence of the tenderers representations whom wishing it. The opening meeting will take place at Arzew Refinery on a day fixed by an invitation which will be transmitted to each tenderer.

The envelopes containing the financial bids will be opened and examined in the presence of bidders who wish to attend or their representatives duly elected at the opening session and review of financial bids to be held at the date, time and to address mentioned in the invitation will be send only to bidders whose technical tenders declared as satisfying the requirements of the Tender file.

The bidders will remain committed to their offer for period of One Hundred and Eighty (180) calendar days from the deadline for submission of tenders starting from the date of opening of technical offers.
