The National Company of Big Oil Works (ENGTP), represented by the Engineering Directorate, located at: Réghaia BP 09 W. Algiers, issues a national and international open invitation to tender regarding:

the specifications may be withdrawn at the address mentioned above by every interested tenderer, in a period of 21 days utmost, as of the publication of this notice in the Baosem, on the presentation of registered commitment on company letterhead to the authorized person to the withdrawal, and the payment of a nonrefundable amount:

The submission mode in two steps applies to this invitation to tender.

In a period of 36 days utmost as of the date of publication of this notice in the Baosem.

The technical offers are assorted by a guarantee in the form of a submission bail with an amount of:

With a validity duration that is equal to the offers’ validity duration, that is 180 days as of the date of the offers’ opening, assorted by an additional period of 30 calendar days.

The submission bail is an integrated part of the technical offer.

The submission bail may be deposited at the Commission of the Offers’ Opening, by the tenderer or his/ her tenderer duly mandated on the day of the technical offers’ opening.

The offers shall be opened in the presence of the representative(s) of the tenderers who would like to attend to the opening session at the address mentioned above, which date shall be communicated to them an invitation letter.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the technical offers’ opening date.

The tenderers whose technical offers are declared conform shall be invited to submit their financial offers.

The offers, in the second step, shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall be communicated by an invitation letter.

Eligibility conditions:

The tenderers must respond to the qualification criteria to execute the contract on the basis of the following criteria:

• Experience of the Manufacturer/Supplier in the manufacture of the requested supply under climatic conditions is at least three (03) years (the tenderer must submit the certificates of successful completion);
• Professional references in the field;
• The technical capacity and experience criteria will be used to determine whether the supplier has the capacity to perform the contract satisfactorily.

The tenderer shall provide, by client name, professional references for contracts of a similar nature to those described in the solicitation documents that the tenderer has successfully completed. Such references shall include as a minimum:

• Client name;
• Location and period of services provided;
• Certificates of completion duly signed by the various clients without any indication of price (similar contracts), failing which the offer will be rejected).

NB: The references of point 1 and 2 must be supplied in the document containing the supplier’s headline and signature.

The technical offers must be accompanied by the legal documents listed in the specifications, and any other information or documents to be provided by the tenderers, as specified in the DAO. For this purpose, bidders shall use the corresponding documents and templates included in the bidding documents.

The documents referred to are mentioned in the DAO under item IS: 7.2

The technical offers must contain the following documents:

1. The technical tender submission letter, according to the template attached in Section 4;
2. Declaration to be made in the form attached in Section 4;
3. The declaration of probity, according to the model attached to Section 4;
4. The declaration of confidentiality, according to the model attached to Section 4;
5. Declaration of Commitment, in the form attached in Section 4;
6. The tender guarantee (bail) with minimum indications and equal to the amount indicated in the table above and according to the model attached to Section 4:

• Made out in Algerian Dinar and issued by a bank incorporated under Algerian law for Bidders incorporated under Algerian law;
• In a convertible foreign currency issued by a bank incorporated under Algerian law and counter-guaranteed by a first-class foreign bank for Bidders incorporated under foreign law;

1. The general information file and the administrative file, as detailed in points 10 and 11 below;
2. The technical tender itself, including relevant contract documents, especially those highlighting the tenderer’s qualifications, certifications, approval, implementation plans and methodology, proposed technical solution and experience;
3. Delegation(s) of authority of the signatory(ies), and of the group(s), empowering the signatory(ies) of the tenderer to bind the tenderer;
4. The undertaking to provide the guarantee of the ultimate parent company or majority shareholders, if applicable;
5. Observations and/or comments on the technical tender in relation to the technical file, if applicable;
6. Observations and/or comments on the draft contract, if applicable;
7. The draft contract signed and initialed on all pages;
8. Manufacturer's authorization(s);
9. The DAO bearing, on its last page, the mention "read and accepted";
10. And any other information or documents to be provided by the tenderers, as specified in the DAO. In particular, the tenderers use the corresponding documents and templates included in the DAO.

The documents referred to are mentioned in the DAO under item IS: 7.2.

The tenderers must accompany their technical offers by the following general information file:

• Details of its organization and structure, including for each Member of a grouping or consortium;
• Documents relating to its qualifications in the field of the Contract concerned as well as professional references;
• Details of its current and projected workload;
• Preliminary HSE plan;
• ISO or equivalent certification, company quality plan and/or qualification certificate;
• Documents proving the qualifications and experience of key personnel;
• Documents proving its financial, technical and production capabilities necessary to perform the contract.

The tenderers must accompany their technical offers by the following administrative file:

• The articles of association and the list of the main shareholders or associates, certified by the authorized authorities of their country;
• Copy of the extract of the electronic trade register (the extract of KBIS);
• The tax situation in Algeria and in the countries hosting their headquarters;
• The situation with regard to the social security organizations in Algeria;
• The financial situation of the tenderer including the balance sheets and income statements and the reports of the auditor of the last Three (03) years, and any other document of financial nature required in the DPAO;
• History of past and current litigation, if any.
• The extract from the criminal record for individuals;
• Power of attorney of the signatory authorized to act in the name and on behalf of the bidder and binding on the company or firm for the performance of the contract covered by this invitation to tender. It must be original, dated and signed by the bidder
• Copy of the receipt for the payment of the specifications’ withdrawal fee.
