The Specifications must be withdrawn electronically from any interested company upon publication of this notice in the BAOSEM, upon presentation of a copy of the commercial register relevant to the subject of the contract and the receipt for payment of the Specifications acquisition fee:

no later than twenty (20) days as of the date of publication of this notice in the BAOSEM, and upon payment of a non-refundable fee of (10.000.00 DZD). Payment must be made in the name of the tenderer's company by bank transfer to the FERTIAL-SPA account No.: 00 20000 7070 0416 0004 62, BEA Arzew.

The single-stage submission procedure applies to this Invitation to Tender.

For this invitation to tender, technical offers, without any price indication, and financial offers must be submitted simultaneously in two separate envelopes contained within a single sealed and anonymous envelope, bearing only the following mention, to the address indicated above.

The deadline for submitting offers, either by hand or courier, is no later than sixty (60) days after the publication date of the invitation to tender notice in the BAOSEM, before 4:00 PM.

Technical offers must be accompanied by a Submission bail of:

Algerian tenderers:

• In figures : 4.000.000 DZD ;

• In Letters: Four million Algerian dinars.

foreign tenderers:

• In figures : 26,000 Euros ;

• In Letters: Twenty-six thousand Euros;

Or another convertible foreign currency.

The validity period of the submission is one hundred and twenty (120) calendar days as of the deadline for receipt of offers.

tenderers shall remain engaged to their offers for a period of 120 days as of the date of the opening of the technical offers.

The Contracting Structure may request the tenderer to extend the validity period of the offers during the evaluation.

The date of the opening of the technical offers (technical offers) is the working day following the deadline for submission of offers.

Eligibility Requirements:

tenderers must meet all of the following qualification criteria:

Having a trade register, bearing the activity code(s) or KBIS extract corresponding to the subject of this invitation to tender ;

Financial Status:

Revenue for the last three years equal to or greater than (≥) Eight Hundred Million (800,000,000.00) Algerian dinars or equivalent in foreign currency.

 Technical Capacity and Experience:

 Certificates must be issued, signed, and stamped by the clients for whom the contracts were executed.

 Has qualified personnel (CVs) for key positions : One (1) Supervisor: (Minimum five (5) years of experience in supervising the installation and commissioning of transformers).

 Every tenderers must demonstrate a legal existence of at least three (03) years, attested by the filing of three (03) closed balance sheets and profit and loss accounts, at the deadline for filing offers. In the case of a group of companies or a consortium, each member must individually meet this requirement.

Having completed at least two (2) similar projects, supported by certificates of satisfactory completion, within the last ten (10) years.

Having qualified personnel (CVs) for key positions: One (1) Supervisor: (Minimum five (5) years of experience in supervising the installation and commissioning of transformers).

All tenderers must demonstrate at least three (3) years of legal existence, evidenced by the submission of three (3) completed balance sheets and income statements by the offers’ submission deadline. For joint-ventures or consortium, each member must individually meet this requirement.
