NATIONAL AND INTERNATIONAL INVITATION TO TENDER N° INV P1 03/24

1.Sonatrach RPC activity Company, refining operations division, Arzew refinery staying to the following address BP 37 31200 Z.I Arzew - Algeria issues a national and an international open competitive invitation to tender regarding the:

Supply and Installation of a lightning rod system

2. The specifications’ book can be withdrawn from the markets making structure of Arzew

Refinery before the withdrawal deadline fixed at Forty-Five (45) days calendar days starting form the first publication of this Invitation to tenders at BAOSEM by any interested candidate, against the payment of a nonrefundable amount of Ten Thousand Algerian Dinars (10 000 DA) for the Algerian companies, and One Hundred Euros (100 €) for the foreign companies companies and presentation of a copy of the electronic commerce register. The payment will be carried out by transfer to the bank account of Arzew Refinery:

3. Proof of payments relating to the withdrawal of the Tender Dossier (Bank advice / Cash

payment slip) must be drawn up in the name of the tenderer.

4. Two stages mode of tender is applied for the present invitation.

5.Under this invitation to tender, the technical offers, without any indication of price must be given an anonymous fold, with the following address:

“Technical offer– Do Not Open”

At the latest the deadline for submission of bids set at Sixty (60) calendar days as from the date of publication of the offer on the BAOSEM, before 15h30.

The technical bids, together with the bid bond whose amount is fixed at:

- One Million Eight Hundred Thousand Dinars (1 800 000,00 DA) for for the Algerian

companies.

- Twelve Thousand Five Hundred Euros (12 500 €) for foreign companies.

Which the period of validity is equal to the period of validity of the offers, that is 180 days, with

an additional of 30 calendar days.

If the last day of the deadline for submission of offers coincides with a public holiday, the date will be postponed to the next working day.

The bid guarantee may be submitted to the bid opening commission by the bidder or his

authorized representative on the day of the opening of the technical bids.

6. Bidders whose technical bids have been declared compliant will be invited to submit a financial bid. Bids for the first stage will be opened in the presence of the Bidder's representative(s), if any, at the opening session to be held at the Arzew refinery on the day specified in the invitation sent to you.

7. Bids containing financial offers will be opened in the presence of the representative(s) of the Bidder(s) wishing to attend, at the opening session to be held on the date, at the time and at the address mentioned in the invitation, which will be sent only to Bidders whose technical offers have been declared compliant with the requirements of the Bidding Documents.

8. The bidders will remain committed to their offer for period of 180 calendar days starting from the date of the opening date of the folds.
