National and International Open Invitation to Tender

N° KH-DG-01-2025 “INV”

The General Directorate of KAHRAMA issues a national and international open invitation to tender regarding:

“SUPPLY AND SUPERVISION OF THE INSTALLATION OF HARPS HEAT EXCHANGERS FOR THREE (03) HEAT RECOVERY STEAM GENERATORS (HRSG)”.

Or request the sending of the specifications by email to the address: spm@kahrama.dz no later than 60 days at 3:30 p.m. as of the date of publication of this notice in BAOSEM, by any interested tenderer.

The interested companies may withdraw or receive the specifications by presenting the following documents :

A copy of the electronic trade register in the same field of the invitation to tender ;

The payment voucher with an amount of 5 000,00 DZD concerning the Algerian companies and 50,00 € concerning the foreign ones. The payment must be done by bank transfer to the account N° 00200070700416100372, open at the External Bank of Algeria BEA- Agency Bab El Marsa 70, N°11, Rue Mohamed Fertas Tourville Arzew - Oran -Algeria.

The payment vouchers for the specifications’ withdrawal (Bank notice/ cash payment board) must be established in the name of the tenderer.

The submission mode in a single step applies to this invitation to tender.

Under this stage of the present invitation to tender, the technical offers, with no reference to the price and the financial ones, each accompanied by the documents listed in the Section 02 of the Tender Documents, must be submitted simultaneously in two (02) separate envelopes, contained in the same  one at the following address:

In a period of 60 days at at 3:30 p.m utmost as of the date of publication of this notice in the Baosem, at the day and time limit of the offers’ submission.

Every offer sent beyond this deadline shall be rejected.

If the last day of the offers’ submission deadline coincides a day off, it will be postponed to the following workday.

We inform the tenderers that the offers must be deposited in separate folds for the technical part and the financial one in two separate folds contained in one external fold.

The technical offers are assorted by a submission bail (the original document).

The amount of the submission bail is Five Million Two Hundred and Fifty Thousand Algerian Dinars (5 250 000.00 DA)for the Algerian companies and Thirty-Five Thousand Euros (€35 000.00) for the foreign ones.

The validity duration of the submission bail equals the offers’ validity duration, that is 180 days, assorted by an additional period 30 calendar days as of the date of the offers’ opening.

The submission bail may be deposited, by the interested tenderers, on the day of the technical folds’ opening.

Tenderers who have withdrawn the specifications will be invited to attend the opening of technical offers on the day of submission of offers upon receipt of an invitation.

The tenderers whose technical offers have been declared conform to the specifications’ requirements shall be invited to attend the financial offers’ opening, by an invitation letter sent to them.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.
