SINGLE (01) STAGE PROCESS

GCB Company/ Purchase Directorate, Zone Industrielle Oued Smar, Tax ID: 000035072294694, issues a national and international open invitation to tender, regarding:
Supply of 04 Preheating and Thermal Treatment Induction Machines
The tenderers that are interested in this invitation to tender may withdraw the specifications at: GCB-Direction Achats, as of the date of its publication in the Baosem, in return of presenting an accreditation letter and the payment of a non-repayable amount of 5000 DZD for the Algerian tenderers, to the bank account GCB/ Direction Achats BEA N° 002 00082 0822200553/ 63, Rouiba Agency El Kenz, and 50 € for the foreign ones to the bank account GCB/ Direction Achats BEA N° 002000 82 82 120000 11-92 Rouiba Agency El Kenz.
The single-step submission mode applies to this invitation to tender.
The offers’ submission deadline, operated by the tenderers or their representatives duly mandated, is fixed on 30 days as of the first publication of this invitation to tender in the Baosem.
In this invitation to tender, the technical offers, with no reference to the price, and the financial ones, must be submitted simultaneously in two separate envelopes contained in the same external envelopes, at the address:
GCB-Direction Achats- Zone Indutrielle Oued Smar El-Harrach BP 03.
The Eligibility Conditions are:
-Respond to the technical requirements of the specifications;
-Justify the professional references by contracts and certificates of good execution;
-In the context of subcontracting with a local after - sales service, it is necessary to attach the contract or agreement binding the tenderer with the local after - sales service as well as a copy of the latter 's trade register.
-Justify the existence of an After-Sale Service settled in Algeria (maintenance workshops, spare parts store);
-The contracting structure can at any stage of the tender process, carry out a supplier audit to assess and ensure the capacity of the after-sales service
-The warranty period is 18 months as of the date of the provisional reception of the material.
Material Delivery Deadline:
-For the foreign tenderers: Maximally 03 months on FOB Loading Dock
-For the Algerian tenderers: Maximally 04 months on Oued Smar Site (Algiers)
List of required documents:
1-The letter of submission of the technical offer valid for the entire period of the tender process.
2-The delegation (s) of the signatory (s), the delegation of powers for the Groups
3-The commitment to supply the guarantee of the ultimate parent company or the shareholders;
4- The bank guarantee according to the attached model issued by an Algerian bank (The absence of the tender guarantee constitutes a reason for rejection)
NB: The Swift is not accepted.
5- The letter of commitment, following the attached model, duly signed by the tenderer.
6-The subscription declaration signed
7-The general information folds including the administrative fold
8-The technical offer signed and stamped
9- Observations and / or comments to the technical file
10-The contract draft initialed and signed
11-The authorization (s) of the manufacturer (s)
12-The certificate (s) of origin
13-The specifications to be initialed and the last page to be signed with acknowledgment and approval mentioned.
Administrative fold:
1-Statutes of the company and list of the principal shareholders or partners certified by the legal authorities of their country;
2-Extract of the trade register with the electronic code, otherwise the offer shall be rejected.
3- Update on the tax situation in Algeria and in the countries where their head offices are located
4- Situation towards the social security bodies in Algeria
5-The financial situation of the tenderer including the balance sheets and profit and loss accounts and the auditor’s report of the three last financial years.
6- History of past and ongoing litigation, if any
7- The extract of the criminal record for natural persons
8- Power of the signatory authorized to act in the name and on behalf of the tenderer and commit the company or firm for the achievement of the contract object of the present specification. It must be original, dated and signed by the tenderer
9-Copy of the voucher payment of the specification
10-Copy of current tax assessment
11- Amount of the submission bail:
The technical offers of the national tenderers shall be accompanied by a submission of a bank guarantee with an amount higher than 01% of the contract amount.
The technical offers of the foreign tenderers shall be accompanied by a submission of a bank guarantee with an amount higher than 01% of the contract amount
whose validity duration is equal to the validity duration of the offers that is 180 days, assorted by an additional period of 30 calendar days.
The date and time for the tenders opening will be communicated to the tenderers at a later date.
The deadline date and time of submission corresponds to 30 days from the date of publication of the notice of invitation to tender on BAOSEM.
The envelopes containing the financial offers will be opened and examined in the presence of the bidders who wish to attend the tenders opening session or their duly authorized representatives during the financial tenders opening and examination session which shall take place in the date, timing and address mentioned in the invitation which shall be directed to only tenderers whose technical tenders declared conformed to the tender package requirements.
Tenderers shall remain bound by their tenders for a period of 180 calendar days as of the tenders handing over date.
N.B: The contracting structure has the right to decide to put an end to the invitation to tender process at any time and before the definitive contract awarding.
