National and International Open Invitation to Tender

GCB Company/ Purchase Directorate, Zone Industrielle Oued Smar, Tax ID: 00035072294694, issues a national and international open invitation to tender:
Supply of 40 quick closer doors as well as a batch of:
- Spare parts for commissioning;
- Spare parts for 02 activity years.
The tenderers that are interested in this invitation to tender may withdraw the specifications at GCB/Direction Achats, as of the date of its publication in the Baosem, by presenting an accreditation letter and in return of the payment of a non-refundable amount of 5000 DZD concerning the Algerian tenderers in GCB/Direction Achats bank account BEA N° 002 00082 0822200553 /63 agency Rouïba EL KENZ, and 50 € for the foreign tenderers in GCB/Direction Achats bank account BEA N° 002000 82 82 120000 11-92 agency Rouiba EL KENZ.
The submission mode in two steps applies to this invitation to tender.
1st Step: technical offer
The tenderers must submit in the first step the technical offers with no reference to the price, accompanied by the documents required in the specifications.
These offers must be deposited in return of an acknowledgment receipt, in a sealed double envelope in 02 copies at the address:

The external envelope must be anonymous and carries only the following mention:

2nd Step: financial offer
The tenderers that are selected in the technical phase shall be invited to present their financial offers in the immediate session of the financial offers opening, on the date, time and address indicated in the invitation letter.
These offers must be deposited in return of an acknowledgment receipt, in a sealed double envelope in 02 copies.
The external envelope must be anonymous and carries only the following mention:

The offers’ submission deadline by the tenderers or their representatives duly mandated is fixed in 30 days as of the first publication of this invitation to tender in the Baosem.
The guarantee period: 24 months as of the date of the provisional reception of material.
Supplies delivery period:
For the foreign tenderer: 04 months in CFR Incoterm 2020 destination port as of the date of the contract entry in force.
For the Algerian tenderers: 05 months maximally on Oued Smar (Algiers) after the contract entry in force.
List of the required documents:
- The declaration to be signed according to the attached model; (The absence of the document constitutes a reason for rejection);
- The bank guarantee issued by an Algerian bank;
The absence of the bid guarantee constitutes a reason for rejection.
Swift is not accepted.
- The technical bid signed and sealed (on all pages);
- The letter of submission of the technical offer valid for the entire process;
- The delegation(s) of authority of the signatory(ies), the delegations of authority for the Groupings;
- Commitment to provide a guarantee from the ultimate parent company or shareholders;
- The letter of commitment, according to the attached model, duly signed by the bidder;
- The general information file including the administrative file;
- Observations and/or comments on the technical file;
- The initialed and signed draft contract;
- Manufacturer's authorization(s);
- Certificate(s) of origin(s);
- Initialed the specifications and signed the last page of the specifications as read and approved.
Administrative file:
- Articles of association and list of principal shareholders or partners, certified by the legal authorities of their country;
- Extract from the company's trade register with the electronic code; otherwise, your offer will be rejected;
- Update of the tax situation in Algeria and in the countries where the company has its headquarters;
- Situation with regard to the social security organizations in Algeria;
- Financial situation of the Bidder, including balance sheets and profit and loss accounts and the reports of the Auditor for the last three years;
- History of past and current litigation, if any;
- Criminal record for individuals;
- Power of attorney of the signatory authorized to act in the name and on behalf of the bidder and binding on the company or firm for the performance of the contract covered by these specifications. It must be original, dated and signed by the bidder;
- Copy of the receipt for payment of the fee for withdrawal of the specifications;
- Copy of the valid extract of the roll.
The submission bail:
- The technical offers of the Algerian tenderers shall be accompanied by a submission bail equal to 500 000 DZD
- the technical offers of the foreign tenderers shall be accompanied by a submission bail with an amount equal to 3 500 $ or €
With a validity duration that is equal to the offers’ validity duration, that is 180 days, assorted by and additional period of 60 calendar days.
The date and time of the offers’ opening shall be communicated.
The envelopes containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the address:

The date and time of the offers’ opening shall be communicated eventually to the tenderers.
The offers’ submission time and day deadline correspond to 30 days as of the date of publication of this invitation to tender in the Baosem.
The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly designated during the financial offers’ opening and examination session which shall take place at the time, date and address mentioned in the invitation addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.
The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.
NB: the Contracting Structure has the faculty to decide to end the process of the invitation to tender at any moment and before the final contract awarding.
