Sonatrach Company, Liquefaction & Separation Activity, Division GNL/GPL, GL3Z Plant BP 321- 31015 Bethioua, issues a national and international open invitation to tender.

Deadline for withdrawal of the Tender Dossier:

In a period of 30 days utmost before 16h00, as of the date of publication of this notice in the Baosem, by every interested tenderer, in return of the presentation of the mandatary for the specifications’ withdrawal, concerning the mandated persons, a copy of the trade register as well as a payment voucher with a non-repayable amount of 3000.00 DZD for the Algerian tenderers and 50 € for the foreign ones. The payment must be done by bank transfer to the Client’s account, nearby: the External Bank of Algeria (BNA) El Marsa- Arzew, account N° 002 00070 0702300004 23 (the payment voucher must carry the following mention:

The mode of submission in a single step applies to this invitation to tender.

The deadline of the offer’s preparation and the submission place:

In this invitation to tender, the technical offers, with no reference to the price, and the financial ones must be submitted simultaneously in two separate folds contained in the same fold, at the address mentioned above in a delay of 30 days’ utmost following the withdrawal deadline before 16h00 as of the date of publication of this notice in the BAOSEM. If the submission deadline coincides a legal day off or the weekend, the deadline shall be extended to the following workday.

Only the stamp of the General Order Bureau of GL3Z Complex makes faith.

The technical offers are supplied with a guarantee of offer of 3 150 000.00 DA for companies under Algerian law and the equivalent of 20 000.00 € for companies under foreign law.

the period of validity is equal to the period of validity of the offers, that is to say a Hundred and Eighty (180) days as from the date of opening of the offers, accompanied with an additional time of (30) days calendar, and the following exhibits:

• The Subscription declaration;
• The submission bail;
• The technical offer itself;
• the administrative file, the financial one and all other document that is required in Section 2 of the particular information of the invitation to tender.

The offers, established in 03 copies among which one is original and 02 copies, accompanied by the documents required in the specifications, must be sent by mail or deposited at the General Order Bureau, in a double fold sealed and addressed as mentioned above.

The external fold, sealed, must be anonymous and carried only the following mentions:

The folds containing the technical offers shall be opened in the presence of the tenderers’ representative(s) who would like to attend the opening session that shall take place on the date, time and address mentioned in the invitation that shall be sent to the tenderers having withdrawn the specifications.

The folds containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly designated during the session of the financial offers’ opening and examination that shall take place on the date, time and address mentioned in the invitation that shall be sent to the tenderers whose technical offers are declared conform to the requirements of the specifications.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the technical offers’ opening.
