NOTICE OF NATIONAL AND INTERNATIONAL OPEN CALL FOR TENDERS
(One (1) step process)

- The SONATRACH Company / Exploration & Production Activity / Laboratories Division, located at : Avenue 1er Novembre - Boumerdès 35 000, is launching a call for tenders to national and international competition open for the " SUPPLY OF A COMPLETE PVT LABORATORY WITH ACCESSORIES AND
RELATED SERVICES".
- The Tender Dossier can be withdrawn from the address SONATRACH – Exploration & Production Activity / Laboratories Division – Logistics Management - Supply Department - Purchasing Department, Avenue du 1er Novembre Boumerdès, 35000, or requested via e-mail at address (Gest.Appelsdoffres.dlab@sonatrach.dz), by any interested candidate, against payment of a non-refundable amount of :
For foreign Bidders :
Thirty-five Euros (35 EUR) ;
Thirty-seven American Dollars (37 USD) ;
For National Bidders :
Five thousand Algerian Dinars (5 000 DA) ;
to be paid to the account of SONATRACH – Exploration & Production Activity / Laboratories Division, under N°002 00005 0503262501 78, SWIFT code B EXA DZ AL005, Agence BEA, Djenane El Malik – Hydra – Alger - Algérie.
The proof of payments relating to the withdrawal of the DAO (Bank advice / Cash payment slip) must be drawn up in the name of the Bidder.
- The one-step submission mode applies to this Call for Tenders.
- This contract is part of a call for tenders which relates to a single lot.
- The Bidder must bid for all items.
- Under this call for tenders, the technical offers, without any price indication and the financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, to the address: SONATRACH – Exploration and Production Activity - Division Laboratories – Supply Department - Purchasing Department - Avenue du 1er Novembre Boumerdès 35 000 Algérie.

" SUPPLY OF A COMPLETE PVT LABORATORY WITH ACCESSORIES AND RELATED SERVICES".
The forms and methods of submitting offers:
The Bidder places the original of each bid and its copies, technical and financial, in separate, sealed and sealed envelopes, each containing the documents required by the Call for Tenders File, bearing the words: "Technical Bid - ORIGINAL and “Financial Offer – ORIGINAL”, “Technical Offer – COPY N°1” and “Financial Offer COPY N°1”, “Technical Offer – COPY N°2” and “Financial Offer – COPY N°2”.
These envelopes will be placed in an outer envelope that is also sealed.
Only the inner envelopes will bear the acronym, company name and address of the Bidder, so as to allow the Contracting Body to return the sealed bid unopened, if it has been declared "out of time".
The outer envelopes:
The outer envelopes will be sent to the Contracting Structure and will bear exclusively the title of the contract indicated in the DPAO, the title and number of the Call for Tenders and the words "Technical Offer and Financial Offer - Do not open".
No mark allowing the identification of the tenderer must appear on the outer envelope under penalty of rejection.
The deadline for withdrawal of the DAO is set at 30 days from the date of publication of the Call for Tenders notice.
The duration of preparation of offers is set at 45 days from the date of publication of the Call for Tenders notice.
The deadline for receipt of requests for clarification is set at ten (10) calendar days before the deadline for submission of tenders, indicated below.
The deadline for submitting tenders is set at 45 calendar days from the first publication of this notice in the energy and mining sector tender bulletin (BAOSEM).
Any submission sent after this period will be considered null and void, the stamp of the central order office of SONATRACH – Exploration and Production Activity – Boumerdès Laboratories Division, being authentic.
In the event that the closing date coincides with the legal day of rest and/or public holiday, the envelopes will be deposited the following working day.
The technical offers are accompanied by a bid guarantee (bank bid guarantee):
The Bidders under Algerian law, will put in place a bank guarantee for the bid in the amount of Three million six hundred thousand Algerian Dinars (3 600 000.00 DA), established by a first-rate Algerian bank in favor of SONATRACH – Exploration and Production Activity - Laboratories Division - Avenue du 1er Novembre 35,000 Boumerdès Algeria.
Foreign Bidders will put in place a bid bank guarantee established by a first-class foreign bank with the External Bank of Algeria, Department of International Relations, located at 48 rue des frères Bouadou – Bir Mourad Rais – Algiers, in favor SONATRACH – Exploration and Production Activity - Laboratories Division - Avenue du 1er Novembre 35,000, in the amount of:
Twenty-four thousand five hundred Euros (24 500 EUR).
Or
Twenty-seven thousand two hundred American Dollars (27 200 USD).
The period of validity of the bid bank guarantee is set at one hundred and twenty (120) calendar days, with an additional period of thirty (30) calendar days, from the date of opening of the bids.
The tender guarantee may be submitted to the Technical Tender Opening Committee by the Tenderer or his authorized representative during the technical tender opening session.
Concerning the opening of the technical offers, a letter of invitation will be sent to the Bidders, having withdrawn the Call for Tenders file, either by fax or e-mail to attend the opening of the bids of the technical offers.
For the technical offers declared compliant by the Technical Offers Evaluation Commission (CEOT), an invitation letter will be sent to the successful Bidders either by fax or e-mail to attend the opening of the bids for the financial offers.
Bidders shall remain bound by their offer for a period of one hundred and twenty (120) calendar days from the date of opening of the offers.
NOTE :
- The Tender Dossier will only be submitted to the sole representative duly authorized by the Bidder
wishing to participate in this call for tenders.
- No mark allowing the identification of the tenderer must appear on the outer envelope, under penalty of
rejection.
- Candidates appearing on the blacklist of companies in the energy sector cannot withdraw this tender
dossier.
- The amount paid for the withdrawal of the Call for Tenders File and all related costs are not, under any
circumstances, reimbursed.
