The HELIOS SPA Company, 3A, Emir Abdelkader Boulevard 31210 BETHIOUA – W.ORAN, ALGERIA issues a open National and International invitation to tender for:

SUPPLY OF ANDEROL 3068 SYNTHETIC OIL
The tender documents can be withdrawn to the following address:

ORAN, ALGERIA » or by Email address pudc@helios.dz at the latest thirty (30) days as from the publication of this opinion by any interested candidate, by presenting a copy of the trade register against payment of a nonrefundable amount of:

Seven Thousand Four Hundred Algerian Dinars (DZD 7,400) for the local tenderers. and of,

Fifty Euros (€50) for the foreign tenderers.

The payment on behalf of the company (Corporation) wishing to withdraw this specification and not on behalf of the person who will conduct the transaction to the bank's level will be carried out by transfer with the bank account currency of HELIOS SPA Number: 002 000700703000007 64 or in the account number in dinars : 002000700702200018 57 opened near the Banque Extérieure d’Algérie (BEA) – Agence EL MARSA 70 ARZEW - 11, Mohamed FERTAS Street 31200 ARZEW – W.ORAN - ALGERIA.

The bank receipts must bear the following mention: "Withdrawal of the tender file"

The mode of tender in a one stage is applied to the present invitation to tender.

The technical offers, without any indication of price and the financial offers must be given simultaneously in two separate folds contents in the same fold, to the following address :

“HELIOS SPA”3A, Emir Abdelkader Boulevard 31210 BETHIOUA – W.ORAN - ALGERIA

At the latest thirty (30) days as from the publication on BAOSEM and before 3:00 p.m.

The technical offers are supplied with a guarantee of offer of:

One million one hundred thousand Algerian Dinars (1,100,000.00 DZD) for the local tenderers and of,

Seven thousand six hundred Euros (7,600.00 €) for the foreign tenderers.

Of which the period of validity is equal to the period of validity of the offers, that is to say A hundred and eighty (180) days as from the date of submission of tenders, accompanied with an additional time of thirty (30) days calendar.

If the last day of the bidding deadline falls on a public holiday, the date will be extended to the next working day.

The bid guarantee may be given by interested candidates on the day of the opening of the bids for technical tenders.

The folds containing the technical offers will be open in presence of the representatives of the tenderers who wish it at the meeting of opening, which will take place at HELIOS SPA 3A, Emir Abdelkader Boulevard 31210 BETHIOUA - W.ORAN - ALGERIA, in the days, which follow the closing date of this invitation to tender.

The folds containing the financial offers will be open and examined in presence of the tenderers who wish to attend there or of their representatives designated at the time of the session of opening and exam of the financial offers that will take place at the date and hour and at the address mentioned in the invitation that will be addressed to the only tenderers of which the technical offers declared in conformity with the requirements of the file of the invitation to tender.

The tenderers will remain committed by their offer for one hundred eighty (180) days duration calendar starting from the date of opening of technical tenders

The tenderers wishing to withdraw the schedule of conditions must provide their representative with a legalized copy of the register trades with one power of attorney (Legal representative) and the seal of their company to the effect of the withdrawal the schedule of conditions.

Also, the company wanting to withdraw the tender by email way can do the shrinking by email while transmitting a copy of the trade register and the order of transfer to the following addresses: pudc@helios.dz
