Proof of payments relating to the withdrawal of the DAO (Bank advice / Cash payment slip) must be drawn up in the name of the Bidder.
The two-stage tender mode, with submission of the technical bid only, applies to this Invitation to Tender.
The deadline for submitting technical offers is set at Sixty (60) Days at 3:00 p.m. (local time) from the date of the first publication (including the day of publication) of the Notice of the invitation to tender in BAOSEM (paper version), unless an extension has been granted, in which case a notice of extension of time is published in BAOSEM.
The tender file will not be delivered to the sole representative duly authorized by the tenderer wishing to tender, the mandate must contain the detailed contact details of the tenderers (Professional Email, Fax and telephone number).
Bidders on the black list of companies in the energy and mining sectors who cannot withdraw this tender document.
Under the first stage of this invitation to tender, the technical offers without any indication of price must be deposited in envelopes, at the address:

The technical offers are accompanied by a bid guarantee of:
- For foreign bidders:
LOT N° 01: Ninety-Three Thousand Euros (93.000,00 €)
LOT N° 02: Twenty-Nine Thousand Euros (29.000,00 €)
- For bidders under Algerian law:
LOT N° 01: Fourteen Million Dinars (14 000.000,00 DA)
LOT N° 02: Four million Four Hundred Thousand Dinars (4 400.000,00 DA)
whose period of validity is equal to the period of validity of the offers, i.e. One Hundred and Twenty (120) days, plus an additional period of 30 calendar days.
If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day.
Bidders whose technical bids have been declared compliant will be invited to submit a financial bid. The bids under the first stage will be opened in the presence of the representative(s) of the Bidders who so wish, at the opening session which will be communicated to them by letter of invitation.
The bid guarantee can be submitted by interested candidates on the day of the opening of the bids for the technical offers.
Envelopes containing financial offers will be opened in the presence of the representative(s) of the Bidders who so wish at the opening session which will be communicated to them by letter of invitation.
Bidders will remain committed to their bid for a period of One Hundred and Twenty (120) days, plus an additional period of Thirty (30) calendar days from the date of opening of the envelopes the technical bids.
11.Tenderers may submit, according to their choice, tenders for one or more lots of the same Invitation to Tender. For this, the technical or financial offers for each lot must be presented in separate envelopes (each lot in a separate envelope). Common documents that are valid for all lots can be presented in a separate envelope. The tenderer must tender for all the items contained in a lot.
