RESTRICTED INVITATION TO TENDER IN ONE STAGE

The SONATRACH Spa Company, Exploration-Production Activity, Drilling Division, Procurement Drilling and Well Direction, located in 10, Rue du Sahara Hydra, launches a notice of Restricted National and International Call for tender in one stage for:

The present Call for Tenders is addressed to manufacturers or exclusive representatives of casing centralizer manufacturer with recognized references in the field, with a minimum of ten (10) years of proven experience and a sound financial standing.

The tenderers interested in the present notice of call for tender can withdraw the Specifications upon publication by the bulletin of the Calls for tender of the sector of the Energy and Mines (BAOSEM) from the Procurement Unit (Cellule de Passation des Marchés) SONATRACH Spa - Drilling DIVISION, located in 10, Rue du Sahara - Hydra – Alger (headquarters Division, ground floor, Office 015) or via Email (FOR-SEC-DPFP@Sonatrach.dz),

From Sunday to Thursday from 09H00 to 11H00 & from 13H30 to 15H00 against presentation of a documentary evidence of a non- refundable amount of the one hundred twenty US Dollars (120 $) for the foreign incorporated tenderers and sixteen thousand Dinars (16 000,00 DA) (The payment receipts related to the withdrawal of the Bidding Documents must be issued in the name of the bidder.) for the national incorporated tenderers to the account of SONATRACH Spa / Drilling Division N°002.00005.05.032.64.121.68 opened within the Bank of Algeria B.E.A. Djenane El-Malik agency in SONATRACH Spa -Hydra–Algiers site.

Mode one-stage submission applies to this tender.

The tenderers shall forward their technical and financial offers in a single stage.

The technical and financial offers must be simultaneously submitted.

No modification of the technical offer or the financial offer will be accepted after the deadline of delivery of the offers.

To protect the integrity of the process, the technical offer and the financial offer, constituting the Tender, must be handed in internal sealed folds, placed in a single sealed anonymous fold and carrying the indications planned in the Specifications, handed by carrier to the following address:

The internal envelope has to contain the initials and the company name of the tenderer, and will contain the offers as well as all the administrative documents, fiscal and Para fiscal taxation required in the present Specifications, dated, initialed and as the case may be, informed.

The outside envelope must be anonymous and contain only the address of the addressee above indicated, and the following mention:

« Offre Technique et Offre Financière – Ne pas ouvrir ».

The deadline for withdrawal of the tender is fixed in thirty-five 35 days at 3:00 p.m. as from the date of publication of the present notice in the BAOSEM.

Bidders listed in the register of companies excluded from participating in Sonatrach’s contracting processes are not allowed to collect this Tender Dossier.

The deadline of reception of the technical offers is fixed in forty-five (45) calendar days at 3:00 p.m. as from the date of publication of the present notice in the BAOSEM.

In the event that the deadline for the receipt of Bids falls on a public holiday or a legal day of rest, the submissions shall be accepted on the next working day.

No other date will be taken in consideration.

Any Tender received after this deadline will be considered as invalid.

The exact date of the meeting of commission will be communicated to the tenderers at the appropriate time.

The tenderers are also informed that any fold reached after the holding of the opening session of folds, even if it is sent before the deadline of sending of the offers, will be considered as not reached and consequently rejected.

The opening of the offers will be held in public meeting in which will be invited the tenderers or their representatives in a timely manner.

The date and time of the opening of the envelopes containing the financial offers will be communicated by invitation letter to the technically eligible Bidders, so they may attend.

A person may represent only one bidder during the bid opening session.

The tenderers will remain engaged by their offers during a duration of hundred eighty (180) days as from the date of opening of the offers.

The tenders will be reviewed and all the amendments and the other adjustments will be recorded in a Statement.

The internal envelope must mention the company name, the address and: fax or email of the bidders.

The original of the bid guarantee can be submitted in the technical offer or presented on the day of the opening of the technical offers. Otherwise, the offer will be rejected,

Swifts provided by bidders are not accepted.

The duration of validity of the bid bond will be equal to the period of technical offer validity with an additional period of 30 days.

For the tenderer who will be a holder of the bargain, the withdrawal of this bound will be made upon signature of the contract or, at the latest, in the term date of the validity of the bond.

The tenderers will remain engaged by their offers during of hundred eighty (180) days with from the date of opening offers.

The call for tender document will be only handed to the person duly appointed on production of the following documents:

Receipt of payment delivered by the bank B.E.A, obligatory labeled with bidder’s name,

Mandate of withdrawal delivered by the person in charge of the company.
