National and International Open Invitation to Tender in Two Steps

Related to the contract of supply of composite materials for the reinforcement of metal losses and dents with accessories for the repair of hydrocarbon transport pipelines
Sonatrach Spa, Transport by Pipeline Activity, Maintenance Division, Pipeline Repair Directorate, BP 153- Industrial Zone Arzew, Oran- Algeria, issues a national and international open invitation to tender in 02 steps, regarding:
Supply of composite materials for the reinforcement of metal losses and dents with accessories for the repair of hydrocarbon transport pipelines
The specifications may be withdrawn at the following address:
La Direction Réparation Canalisations (RCL) BP 153 Bethioua-Zone Industrielle d’Arzew - Oran or at: Siège de l’Activité Transport par Canalisation - Division Maintenance / Direction Juridique / Département Passation des Contrats Bureau des Retrait des Dossiers d’Appel d’Offres -SIDI ARCINE – BERAKI – ALGER
Requested by email at the address: spm.drc@sonatrach.dz, in a period of 28 days utmost as of the date of publication of this notice in the Baosem, by every interested tenderer, in return of the payment of a non-refundable amount 5.000.00 DZD concerning the Algerian tenderers or the equivalent in foreign currency, by bank transfer into the account N° 002 00005 0503264124 59, open at the External Bank of Algeria, located at: Djenane El Malik- Hydra, Algiers.
The payment vouchers related to the specifications’ withdrawal (bank notices/cash deposit slip), must be necessarily established in the Tenderer’s name, with the mention of this invitation to tender’s reference.
the submission mode in two steps applies to this invitation to tender.
In the first step of this invitation to tender, the technical offers, with no reference to the price, must be submitted in anonymous sealed folds at the following address:
La Direction Réparation Canalisations BP 153 BETHIOUA Zone Industrielle d’Arzew Oran – Algérie
In a period of 21 days after the specifications’ withdrawal deadline.
The technical offers are assorted by a submission bail with an amount of 5 800 000.00 DZD concerning the Algerian tenderers, or its equivalent in a foreign currency concerning the foreign ones, whose validity duration is equal to the offers’ validity duration, that is 180 calendar days, assorted by an additional period of 30 calendar days.
If the day of the offers’ submission deadline coincides a day off, the date shall be postponed to the following workday.
The folds in the first step shall be opened in the presence of the tenderers’ representative(s) who would like to attend to the opening session that shall take place at:
La Direction Réparation Canalisations BP 153 BETHIOUA Zone Industrielle d’Arzew Oran.
An invitation letter shall be addressed to the tenderers having withdrawn the specifications in order to attend.
The submission bail may be deposited by the interested tenderers on the day of the technical offer’s opening.
The folds containing the financial offers, for the second step, of the tenderers whose technical offers are declared conform, shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly mandated, during the financial offers’ opening and evaluation session that shall take place on the date, time and address mentioned in the invitation.
The tenderers keep bound to their offers for a period of 180 calendar days as of the date of the technical offers’ opening.
