RESTRICTED INVITATION TO TENDER IN TWO STAGE

The SONATRACH Company, Exploration-Production Activity, Drilling Division, Procurement Drilling and Well Direction, Contracts & Procurement Department, located in 10, Rue du Sahara, Hydra, Algiers; Algeria launches a notice of Restricted National and International Call for tender in two stage for:
The supply of conventional Drill well heads of different diameters and series in three (03) batches.
The present call for tender aims the only specialized companies in manufacturing of Drilling Wellhead having references recognized in the domain.
The tenderers interested in the present notice of call for tender can withdraw the Specifications upon publication by the (BAOSEM) from the Procurement Unit (Cellule de Passation des Marchés) SONATRACH- Drilling DIVISION, located in 10, Rue du Sahara - Hydra – Alger ( Building 2, 5th floor, Office 504) from Sunday till Thursday from 09:00 till 11:00 from 13:30 till 15:00 against presentation of a documentary evidence of payment of the one hundred fifty US Dollars (150 $) for the foreign incorporated tenderers and Fifteen Thousand Dinars (15 000,00 DA) (The Banking notice or slips cash payments are mandatory labels to the bidder's name) for the national incorporated tenderers to the account of SONATRACH / Drilling Division N°002.00005.05.032.64.121.68 opened within the Bank of Algeria B.E.A. Djenane El-Malik agency in SONATRACH-Hydra–Algiers site.
Mode two-stages submission applies to this tender
The tenderers shall forward their technical and financial offers in two stages.
No modification of the technical offer or the financial offer will be accepted after the deadline of delivery of the offers.
1st Stage: Technical Offer
Under the first step, the technical offers will be submitted in accordance with the requirement of tender file, and without price indication established in one (01) copy (01 Original and one copy) and two copies on CD or flashs disk, sealed and strictly anonymous cover
The internal envelope must mention the company name, the address and: fax or email of the bidders.
The external envelope must be anonymous and mention only the following address:

The internal envelope has to contain the initials and the company name of the tenderer, and will contain the offers as well as all the administrative documents, fiscal and Para fiscal taxation required in the present Specifications, dated, initialed and as the case may be, informed.
The outside envelope must be anonymous and contain only the address of the addressee above indicated, and the following mention:

TECHNICAL OFFER
TENDER - DO NOT OPEN
The deadline of reception of the technical offers is fixed in forty-five (45) days at 15h00 as from the date of publication of the present notice in the BAOSEM.
No other date will be taken in consideration.
Any Tender received after this deadline will be considered as invalid.
The closing date for the withdrawal of the tender is set at ten (10) days before the deadline for the submission of tenders.
The exact date of the meeting of commission will be communicated to the tenderers at the appropriate time.
The tenderers are also informed that any fold reached after the holding of the opening session of folds, even if it is sent before the deadline of sending of the offers, will be considered as not reached and consequently rejected.
The opening of the offers will be held in public meeting in which will be invited the tenderers or their representatives in a timely manner
The tenderers will remain engaged by their offers during a duration of hundred eighty (180) days as from the date of opening of the offers.
The internal envelope must mention the company name, the address and: fax or email of the bidders.
The tenderers are informed that during the technical phase they have to supply in support of their Technical offer a bid bond (that is joined in the fold containing the technical offer),
The duration of validity of the bid bond will be equal to the period of technical offer validity (180 days) with an additional period of 30 days.

In the case where a company is bidding for several lots, it is not obliged to offer a guarantee for each lot, however, it must include in its technical bid a guarantee whose amount corresponding to the highest amount of the lots. to which it is bidding.
2nd stage: Financial offer
Bidders, whose technical offers have been declared compliant, will be invited to submit à quotation.
For the tenderer who will be a holder of the bargain, the withdrawal of this bond will be made upon signature of the contract or, at the latest, in the term date of the validity of the bond.
The call for tender document will be only handed to the person duly appointed on production of the following documents:
Receipt of payment delivered by the bank B.E.A, obligatory labeled with bidder’s name,
Mandate of withdrawal delivered by the person in charge of the company.
