L'Entreprise Nationale de Grands Travaux Pétroliers (E.N.G.T.P); the Central Logistics Directorate located in Reghaia, B.P. 09, Wilaya of Algiers launches a national and international competition invitation to tenders for the supply of :
TWO (02) 30-TON TT CRANES

The deadline for offers’ submitting is forty-two (42) days as of the date of publication of this notice on BAOSEM.
Tenderers have twenty-one (21) days from the date of publication of the invitation to tenders in the BAOSEM to withdraw the specifications.
Tenderers have forty-two (42) days from the date of publication of the invitation to tenders in the BAOSEM to prepare their offers.
The single-stage submission method applies to this Invitation to Tenders.
Under this invitation to Tenders, technical offers, without any indication of the price of the contract in question, and financial offers must be submitted simultaneously in two separate envelopes contained within a single envelope, marked "not to be opened," to the above address.
The eligibility or pre-selection conditions are (See Section DPAO):
Qualification criteria: The tenderer will be selected based on the criteria cited below and listed in Section 2 (Specific Data of the Call for Tenders), namely:
- Sound financial position;
- Equipment compliant with mining requirements and current Algerian regulations (submission of a letter of commitment for the provision of the documents required by Algerian regulations, and as required in the technical specifications);
- The supplier must have the necessary resources in Algeria to provide after-sales service and ensure the sale of spare parts for wear and preventative maintenance;
- Attach to the technical offer sales references (in the Sahara) for the proposed crane model, certifying its reliability (any sales reference for a crane model other than the one proposed is of no use in evaluating the tenderer’s technical offer, and the latter is considered incomplete);
- The sales references for the proposed model, certifying its reliability, must be provided by at least three (3) different customers.

- The delegation(s) of authority of the signatory(ies), the delegations of authority for the Groups;
- The original offer guarantee, according to the attached template and equal to the amount indicated in the DPAO;
- The letter of commitment, according to the template defined in Section 4, duly signed by the tenderer;
- The declaration to be submitted according to the template defined in Section 4, duly signed by the tenderer;
- The ethical rules duly initialed and approved by the tenderer;
- The parent company's commitment;
- The general information file, including the administrative file as detailed in the DPAO;
- The technical offer as detailed in Section 3 (technical file);
- Observations and/or comments on the technical file;
- Comments and proposals on the draft contract;
- The confidentiality letter according to the template defined in Section 4, duly signed by the tenderer;
- The technical offer submission letter according to the template defined in Section 4, duly signed by the tenderer;
- The manufacturer's authorization(s);
- The specifications and draft contract, approved and initialed;
- The Tender Documents, which bear the words "read and accepted" on the last page.

The financial offer, submitted simultaneously with the technical offer, must contain the following documents:
- The price submission letter, following the template defined in the DPAO, completed, initialed on all pages, and signed;
- The price breakdown and/or price schedules duly completed by the tenderer;
- The delegation of authority authorizing the signatory(ies) of the offer to bind the tenderer.
- Price offer, according to the attached template.
Both technical and financial offers must be accompanied by the regulatory documents listed in the specifications.
tenderers must meet all the eligibility requirements mentioned in the tender documents.
Only the BOG receipt stamp affixed to the envelope will be considered authentic. If the closing date falls on a public holiday and/or a day of rest, offers may be submitted on the following business day.
Technical offers are accompanied by a submission bail of Eight Hundred Thousand Algerian Dinars (800,000.00 DA) for algerian tenderers and Eight Thousand Euros (8,000 €) for foreign tenderers, the validity of which is equal to the validity period of the offers , i.e., 120 days plus an additional period of 30 calendar days.
The envelopes containing the technical offers will be opened in the presence of the tenderer’s representative(s) who so wish at the public opening session to be held at the above address, the date of which will be communicated in due course.
The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend, or their duly designated representatives, during the financial offer opening and examination session, which will take place on the date, time, and address indicated in the invitation, which will be sent only to tenderers whose technical offers are declared compliant with the requirements of the Tender Documents.
tenderers will remain bound by their offer for a period of One Hundred and Twenty (120) calendar days from the date the technical offers opening.
