National & International Open Call for Tenders No. 03/ADFC/DG/AONI/2025

1. ADFC Spa is issuing a national and international open call for tenders for the :

Supply of eight (08) tanks for the transportation of drilling fluids at the ADFC Spa Operational Base in Hassi Messaoud.

No later than twenty-five (25) calendar days at six (6) p.m., from the date of publication of the Call for Tenders notice on the BAOSEM.

By any interested bidder, upon payment of a non-refundable amount of Five Thousand Algerian dinars (5,000.00 DA) or the sum of Forty US dollars ($40) or equivalent in foreign currency, and upon presentation of a copy of the payment receipt and a copy of the trade register. Payment will be made by bank transfer to the following bank account:

3. Proof of payment for the withdrawal of the tender documents must be made in the name of the Bidder.

4. The single-stage submission method applies to this Call for Tenders.

5. Under this call for tenders, technical offers, without any indication of price, and financial offers must be submitted simultaneously in two separate envelopes contained within a single envelope to the following address:

No later than Forty Five (45) calendar days at Eighteen (6:00) p.m. from the date of publication of the call for tenders notice on BAOSEM.

Technical offers are accompanied by a bid guarantee of One Million Five Hundred Thousand Algerian Dinars (1,500,000.00 DA) for bidders incorporated under Algerian law and Twelve Thousand US dollars. (12,000 USD) US Dollars, or the equivalent in foreign currency, for bidders incorporated under foreign law. The period of validity is 150 calendar days from the date set for submission of bids, plus an additional 30 calendar days.

If the last day of the bid submission deadline falls on a public holiday, the date will be postponed to the next business day.

6. Bidders whose technical bids have been declared compliant will be invited to the opening of the financial bids.

The bids containing the technical bids will be opened in the presence of the Bidder's representative(s) who so wish, at the opening session to be held at the following address: ADFC Spa, Route d'El Borma, Hassi Messaoud, 30500 Wilaya de Ouargla.

The bid security may be submitted by interested bidders on the day the technical bids are opened. 7. The envelopes containing financial offers will be opened in the presence of the representative(s) of the Bidders who so wish at the opening session of the financial offers of the COP which will take place at the address: ADFC Spa, Route d’El Borma, Hassi Messaoud, 30500 Wilaya de Ouargla.

8. The Bidders will remain bound by their offer for a period of One Hundred and Fifty (150) calendar days from the deadline for submission of technical offers.
