The national company SONATRACH, Transport Activity by Pipeline, Exploitation Division, Regional Direction of Béjaïa, issues a national and international open invitation to tender N°12/RTC/MNT/2025 relating to:

The Tender document may be withdrawn from the address below, within a period of forty five (45) days from its publication in the BAOSEM, (from July 31^th 2025 to  September 14^th 2025, at 04:00 pm), on presentation of a copy of electronic Trade Register and the receipt of the transfer of a non-repayable sum of five thousands Algerian Dinars (5 000,00 DA) or the equivalent of this sum in a convertible foreign currency, in SONATRACH bank account N° 002 000 410 412 200 009/95, opened at the External Bank of Algeria (BEA), Agency n° 41, located in Boulevard KRIM Belkacem, Béjaïa:

The duration of preparation of Tenders is set at sixty (60) days from the date of publication of this notice of Call for Tenders at BAOSEM, from July 31^th 2025, to September 28^th 2025, at 04:00 pm.

The bidding mode applicable to the present invitation to tender is of one step.

The submissions must transmit the Technical Offers without any indication of price and the Financial Offers simultaneously in two separate folds and contained in the same fold, at the guard post of the headquarters of the Regional Direction of Béjaïa.

The opening session of the bids containing the technical offers will take place on September 29^th,2025, at 10h00 am.

The folds must include the following information:

The Technical Offers must be accompanied by a bank bid guarantee whose period of validity is equal to the period of validity of the Offers (i.e. one hundred and eighty (180) days) from the deadline for receipt of offers, accompanied by an additional period of thirty (30) calendar days, for a required amount of Seven hundred thousand (700,000.00 DA) Algerian Dinars or the equivalent of this sum in a convertible foreign currency.

The bid guarantee may be submitted by the bidder or his authorized representative on the day of the opening session and before the opening of the Technical Bids.

After examining and evaluating the Technical Offers, the tender who’s Offers have been deemed to comply with the requirements of the Tender Documents will be invited to the opening meeting of the bids containing their financial offers.

The bidders will remain committed by their offers for a period of one hundred eighty (180) calendar days after the offers’ submission deadline.

If the last day of the deadline for Tender File withdrawal or offers’ submission coincides with a public holiday and/or a legal day of rest, the date will be postponed to the following working day
