Batch N° 02 : EMERSON brand automatic valves or equivalent with diameters less than or equal to 3 ''.

No later than Forty (40) calendar day, before 3:00 p.m. (Local Time), from the first publication, in paper format, of this notice in the Bulletin of Calls for Tenders for the Energy and Mines Sector (BAOSEM), by any interested tenderer, against payment of a non-refundable fee of :
- One hundred Euros (100 €), for tenderers subject to foreign Law.
- Sixteen thousand Algerian Dinars (16 000,00 DA), for tenderers subject to Algerian Law.
Payment will be made in the name of the tenderer and by transfer / payment to the bank account of :

Proof of payment relating to the withdrawal of the Tender Document (Bank Notice / Cash Payment Slip), must be necessarily drawn up in the name of the tenderer, .
Tender documents will only be submitted to the only representative duly authorised by the tenderer wishing to take part in this invitation to tender. The mandate must contain the details of the tenderer (professional e-mail, fax number and telephone).
Tenderers appearing on the black list of Companies in the Energy and Mining Sector cannot be removed from this Call for Tenders.
The two (02) stage submission method applies to this Call for Tenders.
Under this Call for Tenders, Technical Offers, without any indication of price, must be submitted in internal envelopes and placed in a single (01) anonymous and sealed external envelope, sent to the following address :

TECHNICAL OFFER

Only the inner envelopes will bear the acronym, company name and address of the bidder, so as to allow the Contracting Authority to return the unopened sealed offer, if it has been declared “out of time” or upon receipt of a single envelope.
No mark allowing the identification of the bidder must appear on the outer envelope under penalty of rejection.
The deadline for submitting Offers is set at sixty (60) calendar Days, before 3:00 p.m., from the first publication, in paper format, of this Notice in the Bulletin of Calls for Tenders for the Energy and Mines Sector (BAOSEM).
Any Submission received after this deadline will be considered null and void. In all cases, the receipt stamp of the central registry office of the Production Division, or of the office receiving the Offers will be authentic.
5. The Technical Offers are accompanied, under penalty of rejection, by a mandatory bank guarantee of submission in favor of SONATRACH, the amount of which is set as follows:

The period of validity of the bank guarantee for submission is equal to the period of validity of the Offers, one hundred and twenty (120) Calendar Days, from the deadline for submission of the Technical Offers, plus an additional period of thirty (30) calendar Days.
The tender guarantee may be submitted by interested Bidders on the day of opening of the Bids containing the Technical Bids.
6. The Technical Bids and the Financial Bids must contain the documents listed in the Tender Documents.
Bidders may submit, according to their choice, offers for one (01) or two (02) Lots of the same Call for Tenders. For this, the technical or financial offers for each lot must be submitted in separate envelopes (each lot in a separate envelope). Common documents that are valid for all lots may be submitted in a separate envelope.
7. The envelopes containing the Technical Offers will be opened, in the presence of the representative(s) of the Bidders who so wish, at the opening session.
The date, place and time will be specified by e-mail, sent to all Bidders who have withdrawn the Call for Tenders Documents.
The envelopes containing the Financial Offers will be opened in the presence of the Bidders who wish to attend or their duly appointed representatives, which will take place on the date, at the time and at the address mentioned in the invitation, which will be sent only to the Bidders whose Technical Offers have been declared compliant with the requirements of the Call for Tenders Documents.
8. The Bidders will remain bound by their Offers, for a period of one hundred and fifty (150) Calendar Days, from the deadline for submission of the Technical Offers.
