On November 13^th 2025 utmost, by any interested candidate, upon presentation a copy of the extract from the trade register for the activity, the wet stamp of the candidate, a delegation of authority in the case of a mandated person, signed by the first person in charge and proof of payment of a non-refundable amount of 10.000.00 DZD concerning Algerian tenderers, by bank transfer into SONATRACH account N°002 000 81 08 122 000 80/14 open at External Algerian Bank and 70.00 € concerning foreign ones, by bank transfer into SONATRACH BEA account, Agency Djenane El Malik Hydra Algiers, N° 00 2000 05050 3264 12459.

Proof of payment for the withdrawal of the tender documents (Bank Advice/Cash Payment Slip) must be made out in the name of the tenderer.

The tender mode in a single stage applies to the present invitation to tender.

In the present invitation to tender, the technical offers, without any price indication and financial offers must be submitted simultaneously in two separated envelopes in contained within a single outer envelope, to the following address:

Technical offers are accompanied by a submission bail denominated in Algerian dinars for Algerian tenderers. concerning the foreign tenderers, it must be issued by an Algerian bank counter-guaranteed by a first-rate foreign bank for the amount of Five Hundred Twenty Thousand Algerian Dinars (520 000.00 DZD)for the Algerian tenderers or the equivalent amount in foreign currency issued by an Algerian bank counter-guaranteed by a first-rate foreign bank for foreign tenderers,

which validity period is equal to the offers’ validity period, i.e., One Hundred And Eighty (180) days, plus an additional period of Thirty (30) calendar days as of the date of the technical offers’ opening.

Micro-enterprises incorporated under Algerian law and created under the ANADE system are exempt from the requirement to provide a submission bail.

It is possible to the tenderer to deposit the original submission bail on the day of the technical offers’ opening.

If the last day of the offers’ submission deadline falls on a public holiday, the date will be extended to the next business day.

The offers will be opened in the presence of the tenderers’ representatives who so wish at the opening session to be held at the Former Bethioua RTO Base -Béthioua Oran on December 18^th 2025.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend, or their duly authorized representatives, at the financial offer opening session to be held on the date, time, and address indicated in the invitation. which will be sent to only tenderers whose technical offers are declared conform with the requirements of the Tender Documents.

Tenderers shall remain bound by their offers for a period of One Hundred and Eighty (180) days as of the date of opening of the technical offers.
