The National Company of Big Oil Works (ENGTP), presented by the Engineering Directorate issues a national and international Open invitation to tender regarding:

Supply of fire-resistant storage tank sheets.

For the project: "EPC construction of the ARZEW bulk GPL center and ancillary works for the RA1Z LPG pipeline."

The Tender Documents may be withdrawn from the above address, by every interested tenderer, in 21 days utmost, as of the publication of this notice in BAOSEM, upon presentation of a nominative commitment on paper with company letterhead to the person authorized to withdraw and proof of payment of a non-refundable amount of:

Objet : Fourniture de Tôles pour Bac de Stockage Anti-Incendie.

Dans le cadre du projet : Réalisation en EPC du centre GPL VRAC ARZEW et des ouvrages annexes a la canalisation GPL RA1Z.

No later than 36 days as of the date of publication of this invitation to tender in BAOSEM.

Technical offers are accompanied by an offer guarantee in the form of a Submission bail in the amount of:

The validity period of which is equal to the validity period of the OFFERS, i.e., (180) days as of the date of technical offer’s opening, in addition to an additional period of (30) calendar days.

The submission bail is an integral part of the technical offer.

The submission bail may be submitted to the offer’s opening committee by the tenderer or their authorized representative on the day the technical offers are opened.

The offers will be opened in the presence of the tenderer(s)s' representatives who so wish at the opening session at the above-mentioned address, the date of which will be communicated to them by invitation letter.

tenderers will remain engaged to their offers for a period of (180) calendar days as of the date of technical offers’ opening.

tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

The offers, during the second stage, will be opened in the presence of the representative(s) of the tenderers who wish to attend the opening session, which will be communicated to them by invitation letter.

Conditions of eligibility:

Tenderers must meet the qualification criteria to execute the contract based on the following criteria:

- Demonstrate a sound financial position with balanced cash flow enabling them to execute the contract that is the subject of this Invitation to Tender;

- The Manufacturer/Supplier must have experience in the manufacture and marketing of the requested Supply, for at least two (2) similar contracts of the same nature and scope. These references must be submitted on the bidder's letterhead, including the reference number of the tender documents, and accompanied by at least two (2) certificates of satisfactory performance duly signed by the various clients.

- Equipment compliant with applicable regulations, standards, and norms.

Technical capacity and experience criteria will be used to determine whether the supplier has the capacity to perform the contract satisfactorily.

The tenderer will provide, by client name, professional references for contracts similar in nature to those described in the tender documents that the bidder has successfully completed. Such references will include, at a minimum:

o The client's name;

o Locations and dates of services provided;

o Certificates of satisfactory performance duly signed by the various clients.

Note: References must be provided in a document bearing the supplier's letterhead and signature.

Technical offers must include the following documents:

o The technical offer’s submission letter;

o The declaration to be signed;

o The declaration of integrity;

o The confidentiality declaration;

o The submission baul, including minimum information and equal to the amount indicated in the table above:

o Denominated in Algerian Dinars and issued by a bank governed by Algerian law for Algerian tenderers;

O Denominated in a convertible foreign currency and issued by a bank governed by Algerian law, counter-guaranteed by a first-class foreign bank for foreign tenderers;

o The general information file and the administrative file, as detailed in points 9 and 10 below;

• The technical offer itself, including the relevant Contract documents, in particular those highlighting the tenderer's qualifications, certifications, accreditation, implementation plans and methodology, proposed technical solution, and experience;

• Observations and/or comments on the technical offer in relation to the technical file;

• The delegation(s) of authority of the signatory(ies), and that of the group(s), authorizing the signatory(ies) of the offer to bind the tenderer;

• The commitment to provide the guarantee of the ultimate parent company or majority shareholders, if applicable;

• The code of ethics duly initialed with the words "read and accepted";

• The draft contract signed and initialed on all pages;

• The authorization(s) of the manufacturer(s);

• The tender documents bearing, on their last page, the words "read and accepted";

1. tenderers must accompany their technical offers with the following general information package:

• Details of their organization and structure, including for each member of a group or consortium;

• Documents relating to their qualifications in the field of the Contract concerned, as well as professional references;

• Details of its current and projected workload;

• ISO certification or equivalent, company quality plan and/or qualification certificate;

• Documents demonstrating the qualifications and experience of key personnel;

• Documents demonstrating its financial, technical, and production capabilities necessary to execute the Contract;

tenderers must submit the following administrative documents with their technical offers:

For Algerian tenderers:

• Articles of incorporation and a list of principal shareholders or partners. These documents must be certified by the competent authorities of their country;

• An extract from the electronic trade register or a craftsman's card for artisans;

• The tax identification number (NIF) for Algerian tenderers;

• A tax clearance certificate for Algerian tenderers. For tax clearance certificates showing outstanding tax debts, the tenderer must provide a tax schedule or a legal deferral of payment issued by the competent tax administration.

• Proof of social security contributions for national tenderers;

• A criminal record extract for the yenderer (for individuals);

• A certificate of legal filing of the company's accounts (for commercial companies registered with the National Trade Register Center);

• Balance sheets, income statements, notes to the financial statements, bank references, the auditor's reports for the last three (3) years, and any other financial documents;

• A history of past and ongoing disputes with all clients;

• A power of attorney from the signatory authorized to act on behalf of the Bidder. This document must be original, dated, and signed by the Bidder;

• A copy of the receipt for payment of the tender withdrawal fee, made out to the tenderer.

For foreign tenderers:

a. Company statutes and list of principal shareholders or partners, certified by the legal authorities of their country;

a. Extract from their electronic trade register endorsed by the Chamber of Commerce;

b. Updated tax status in the countries where their registered offices are located;

c. Certificate of social security compliance;

d. Certificate of tax residence issued by the tax authorities of their country for foreign bidders without a permanent establishment in Algeria.

e. Tax identification number (NIF) for foreign bidders with a permanent establishment or who have worked in Algeria.

f. tenderer's financial situation, including balance sheets, income statements, and the auditor's reports for the last three years;

g. History of past and current litigation.

h. Criminal record extract for natural persons;

i. Power of the signatory authorized to act in the name and on behalf of the bidder and committing the company or business to the performance of the contract covered by these specifications. It must be original, dated and signed by the tenderer;

j. Copy of the receipt for payment of the DAO withdrawal fees made out in the name of the tenderer.
