SONATARCH Spa/ Production Exploration Activity/ Production Division- Regional Direction of Hassi Messaoud. BP 50 BASE IRARA HASSI MESSAOUD, launches an Open National and International Invitation to Tender for :

SUPPLY OF FITTINGS FOR CONNECTING THE WELLS OF THE EL-GASSI DIRECTION (Divided into 02 Lots)

 - LOT 1: PIPE FITTINGS;

 - LOT 2: VALVES.

The Call for Tenders file must be withdrawn only via the electronic mail DPHMD.RETRAITDESDAO@SONATRACH.DZ, at the latest on the sixtieth (60th) day at 5 p.m., from the date of publication of the call of tenders on the Bulletin of Calls for Tenders of the Energy and Mining Sector (B.A.O.S.E.M.), upon presentation of the electronic commerce register and proof of transfer of a sum of Five thousand Algerian Dinars (5,000.00 DZD ) for companies under Algerian law, and Fifty euros (50€) for companies under foreign law, to the SONATRACH account N ° 002 00005 0503264125 56, opened with the External Bank of Algeria (B.E.A.), Djenane El-Malik Agency , Hydra, Algiers

Proof of payments relating to the withdrawal of the tender file (Bank advice) must be drawn up in the name of the Bidder.

The only-one stage mode is applied for the present invitation to tender.

For the present Invitation to tender, technical offer without any indication of prices, and commercial offer must be simultaneously hand in into two separated sealed envelopes contained in one sealed envelope to the following address :

The time allowed to tenderers to submit their tenders is Sixty (60) days from the date of publication of this invitation to tender in the BAOSEM. Unless an extension has been granted, tenders must be submitted by the Bidder no later than 5:00 p.m. on the last day for submission of tenders.

If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day, the general office stamp IRARA BPº50, HASSI MESSAOUD, W.OUARGLA being authentic. Any submission received after this deadline will be considered null and void.

For Bidder under Algerian law of a guarantee of:

Lot N° 01 : One million Algerian dinars (1 000 000.00 DZD);

Lot N° 02 : One million Algerian dinars (1 000 000.00 DZD).

Established by an Algerian bank.

For foreign Bidder of a guarantee of :

Lot N° 01 : Seven thousand Euros (7 000.00 €) ;

Lot N° 02 : Seven thousand Euros (7 000.00 €) ;

the period of validity of which is equal to the period of validity of the offers, i.e. one hundred and twenty (120) days, plus an additional period of thirty (30) calendar days, i.e. one hundred and fifty (150) days from the deadline for receipt of offers.

The original of the bid guarantee may be inserted in the envelope containing the technical offer or submitted by the Bidder or his authorized representative, at the latest, on the day of the COP meeting and before the opening of the bid envelopes Techniques, under penalty of rejection.

The declaration to be subscribed;

Bid Guarantee;

The general information’s file including the administrative file;

The technical offer, including the relevant documents of the Contract, in particular those highlighting the qualifications of the tenderer, its certifications, its approval, the execution plans and methodology, the technical solution proposed and its experience;

The observations and/or comments of the technical offer in relation to the technical file;

The delegation(s) of powers of the signatory(ies), the delegations of powers for the groups, empowering the signatory(ies) of the tender to commit the tenderer;

The guarantee commitment from the house ultimate or shareholders, according to the model attached in the tender dossier, if any;

Observations and comments on the draft contract;

The initialed draft contract;

Letter (s) of Exclusive Representation of the manufacturer (s) proposed, if any;

Tender file initialed with the mention «read and approved» in its last page;

The ethics rules returned duly approved and signed by the bidder;

and any other information or any document to be provided by the tenderers, if specified in the tender file. The tenderers use in particular for this purpose, the corresponding documents and models included in the tenders file.

Bidder's administrative file

For the Algerian law Bidder:

Authenticated status of the company;

Extract from the electronic commercial register;

Excerpt from the audited tax roll or accompanied by a payment schedule issued by the tax authorities;

Situation with regard to social security organizations in Algeria

Balance sheets and TCR of three (03) years, certified by an auditor or an accountant approved as appropriate;

History of past and current litigation, if any;

Certificate of legal deposit of the social accounts;

Professional references in the field duly justified by certificates of good execution delivered by the customers of the bidder;

Power of the signatory empowered to act on behalf and for the account of the bidder and involving the company or the company to ensure the provision object of this specification. It must be dated and signed by the bidder;

Copy of receipt of payment of the specifications of the withdrawal fee;

To the right of foreign bidder:

Extract from the commercial register or certificate of existence with K-bis issued by the competent bodies;

Status of the company and authenticated list of the main shareholders and members of the tenderer certified by the Algerian consular authorities in the country of the bidder;

 Balance sheets and TCR of three (03) years, certified by an auditor, or covered by an approved auditor as appropriate;

Professional references in the field duly justified by certificates of satisfactory execution, issued by customers of the bidder;

Power of the signatory empowered to act on behalf and for the account of the bidder and involving the company or the company to ensure the provision object of this specification. It must be dated and signed by the bidder;

Certificate of non-bankruptcy;

Copy of receipt of payment of the specifications of the withdrawal fee;

History of past and pending litigation, if any.

The eligibility conditions are:

Financial situation

The financial criteria will be used to establish whether the Bidder has the financial capacity to perform the Contract satisfactorily.

Having a sound and balanced financial situation, in particular to ensure the availability of sufficient liquidity to perform the contract without cash flow difficulties;

Technical Supply Capacity and Experience:

The Contractor requires a minimum experience of three (3) years that the tenderer (and the Manufacturer whose products it sells, if applicable) must have to be deemed capable of supplying the goods related to this invitation to tenders.

Have an electronic commerce register, under penalty of rejection of the offer, with activity code(s) corresponding to the subject of the call for tenders and constituting their main activities;

The quality will comply with the requirements of the Tender, according to the technical sheets for each item.

9. The folds containing the technical offers will be opened in the presence of the representative of the tenderers who so wish at the opening session which will take place in the COP meeting room of SONATRACH, Production Division, Regional Direction HMD, BP 50 Oued IRARA – Hassi Messaoud, on the date and time mentioned in the invitation which will be sent to the tenderers who have withdrawn this tenders file, by fax or by email with acknowledgment of receipt.

A person can represent only one bidder during the bid opening session

10. The bids containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or of their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at the time and at the address mentioned in the invitation which will be sent only to tenderers whose technical offers have been declared to comply with the requirements of the Call for Tenders Dossier.

11. Bidders will remain committed to their bids for a period of one hundred and twenty (120) calendar days, from the technical bids opening date.

SONATRACH may ask the Bidders to extend the validity period of the bids during the evaluation.
