RESTRICTED INVITATION TO TENDER IN ONE STAGE

N° 04/SH/E-P/FOR-PFP/2025

The SONATRACH Company, Exploration-Production Activity, Drilling Division, Procurement Drilling and Well Direction, located in 10, Rue du Sahara Hydra, launches a notice of Restricted National and International Call for tender in one stage for:

Supply of Float Equipment with Different Diameters in tow (02) batches.

The main qualification criteria:

• Having the status of a float equipment manufacturer.

• Having a minimum of ten (10) years of experience in the manufacturing of float equipment.

• Having already marketed float equipment to at least two (02) countries other than the country of manufacture.

• Only bidders demonstrating experience related to the subject of this call for tenders in Algeria may apply for Lot N° 1.

• Suppliers awarded the contract for Lot No. 1 from Call for Tenders No. 01/SH/E-P/FOR-PFP/2024 may not bid for Lot N° 1 of this Call for Tenders.

•Bidders who have not executed any contract related to the subject of the Call for Tenders (in Algeria) in the field of the supply of float equipment may only bid for LotN°

The tenderers interested in the present notice of call for tender can withdraw the Specifications upon publication by the bulletin of the Calls for tender of the sector of the Energy and Mines (BAOSEM) or from the Procurement Unit (Cellule de Passation des Marchés) SONATRACH- Drilling DIVISION, located in 10, Rue du Sahara - Hydra – Alger (headquarters Division, ground floor, Office 015) or via Email                                (FOR-SEC-DPFP@Sonatrach.dz), from Sunday till Thursday from 09 AM till 3 PM against presentation of a documentary evidence of payment of the one hundred twenty US Dollars (120 $) for the foreign incorporated tenderers and sixteen thousand Dinars (16000,00 DA) (The Banking notice or slips cash payments are mandatory labels to the bidder's name) for the national incorporated tenderers to the account of SONATRACH / Drilling Division N°002.00005.05.032.64.121.68 SWIFT code:BEXADZAL005 opened within the  Bank of Algeria B.E.A. Djenane El-Malik agency in SONATRACH-Hydra–Algiers site.

Mode one-stage submission applies to this tender.

The tenderers shall forward their technical and financial offers in a single stage.

The technical and financial offers must be simultaneously submitted.

No modification of the technical offer or the financial offer will be accepted after the deadline of delivery of the offers.

To protect the integrity of the process, the technical offer and the financial offer, constituting the Tender, must be handed in internal sealed folds, placed in a single sealed anonymous fold and carrying the indications planned in the Specifications, handed by carrier to the following address:

The internal envelope has to contain the initials and the company name of the tenderer, and will contain the offers as well as all the administrative documents, fiscal and Para fiscal taxation required in the present Specifications, dated, initialed and as the case may be, informed.

« Offre Technique et Offre Financière – Ne pas ouvrir ».

he deadline for withdrawal of the tender is fixed in thirty-five 35 days at 3:00 p.m. as from the date of publication of the present notice in the BAOSEM.

The deadline of reception of the technical offers is fixed in forty-five (45) calendar days at 15h00 as from the date of publication of the present notice in the BAOSEM (including day of publication).

in the event that the deadline for receipt of Offers coincides with a public holiday or a legal day of rest, the bids will be submitted the following working day. 

Tenderers are also informed that any envelope received after the deadline for receipt of tenders will be considered as not having been received and will therefore be rejected.

The opening of the offers will be held in public meeting in which will be invited the tenderers or their representatives in a timely manner

The exact date of the meeting of commission will be communicated to the tenderers having withdrawn the DAO.

The tenderers will remain engaged by their offers during a duration of hundred eighty (180) days as from the date of opening of the technical offers.

The tenders will be reviewed and all the amendments and the other adjustments will be recorded in a Statement.

The internal envelope must mention the company name, the address and: fax or email of the bidders.

Bidders appearing on the list of companies excluded from participation in Sonatrach contract award processes cannot withdraw this Call for Tenders Document.

The bidder participating in both (02) lots must provide the highest guarantee.

The original of the bid guarantee can be submitted in the technical offer or presented on the day of the opening of the technical offers. Otherwise, the offer will be rejected,

Swifts provided by bidders are not accepted.

Bidders shall remain bound by their bids for a period of one hundred and eighty (180) Days from the date of opening of the bids containing the technical offers.

The duration of validity of the bid bond will be equal to the period of technical offer validity with an additional period of 30 days.

For the tenderer who will be a holder of the bargain, the withdrawal of this bound will be made upon signature of the contract or, at the latest, in the term date of the validity of the bond.

The call for tender document will be only handed to the person duly appointed on production of the following documents:

Receipt of payment delivered by the bank B.E.A, obligatory labeled with bidder’s name,

Mandate of withdrawal delivered by the person in charge of the company.
