SUPPLY, IN SEPARATE LOTS, OF FOAM CONCENTRATES

(For extinguishing liquid hydrocarbon fires)

• LOT N°01 : Synthetic foam concentrate AFFF 3% ;
• LOT N°02 : Fluoroprotein Foam concentrate with High Performance FFFP 6%
• LOT N°03 : Fluoroprotein Foam concentrate with High Performance FFFP 3%

The National Company SONATRACH, Transport Activity by Pipeline, Exploitation Division, Regional Direction of Béjaïa, issues a national and international open invitation to tender N°11/RTC/ATR/2023 to:

SUPPLY, IN SEPARATE LOTS, OF FOAM CONCENTRATES (For extinguishing liquid hydrocarbon fires)

LOT N°01: Synthetic foam concentrate AFFF 3%;

LOT N°02: Fluoroprotein Foam concentrate with High Performance FFFP 6%

LOT N°03: Fluoroprotein Foam concentrate with High Performance FFFP 3%

Bidders may bid for one or more lots.

The Tender Dossier may be withdrawn from the address below, within a period of forty-five (45) days from its publication in the BAOSEM, (from 16/04/2023 to 30/05/2023), on presentation of a copy of Trade Register and the receipt of the transfer of a non-repayable sum of five thousands Algerian dinars (5 000DA) or the equivalent of this sum in a convertible foreign currency, in SONATRACH bank account N° 002 000 410 412 200 009/95, opened at the External Bank of Algeria (BEA), Agency n° 41, located in Boulevard KRIM Belkacem, Béjaïa.

The deadline for submission of tenders is 30/05/2023, at 16:00 am.

The bidding mode applicable to the present invitation to tender is of one step.

The submissions must transmit the Technical Offers without any indication of price and the Financial Offers simultaneously in two separate folds and contained in the same fold, at the guard post of the headquarters of the Region (Béjaïa) accompanied by a letter of commitment, signed by them with a view, if they wish, to participate in the Technical Bids opening session which will take place on 01/06/2023, at 10h00 am, by videoconference, the solution of which is implemented via the collaborative communication application "Microsoft Teams".

For this purpose, submissions must be communicated to the e-mail addresses of their Microsoft accounts.

The folds must include, in addition to the tenderer's contact details, the following information:

The Technical Offers are accompanied by a bank tender guarantee, the period of validity of which is equal to the period of validity of the technical offers (One Hundred and Eighty (180) days accompanied by an additional period of Thirty (30) calendar days, of an amount required, for each lot, of Two Hundred Thousand (200,000.00 DA) Algerian Dinar or the equivalent of this sum in a convertible foreign currency.

The bid guarantee may be submitted by the bidder or his authorized representative on the day of the opening of the bids for the Technical Bids.

After examining and evaluating the Technical Offers, the tender who’s Offers have been deemed to comply with the requirements of the Tender Documents will be invited to the opening meeting of the tenders containing their financial offers, also by videoconference.

The bidders will remain committed by their offers during a period of One Hundred and Eighty (180) calendar days after the deadline for submission of bids.

If the last day of the deadline for submitting tenders coincides with a public holiday and/or a legal rest day, the date will be postponed to the next working day.
