L'Entreprise Nationale de Grands Travaux Pétroliers (E.N.G.T.P); represented by the Engineering Department, launches a national and international open invitation to tenders regarding the supply of:

Batch No. 01: FOPP Cabinets and FO Accessories, EPC for the project to connect 16 wells to OHANET

Batch No. 02: FOPP Cabinets and FO Accessories, EPC for the connection of eleven (11) new wells to the existing collection network at TFT)

Technical offers are accompanied by a submission guarantee in the form of a Submission bail in the amount of:

The validity period of which is equal to the validity period of the offers, i.e., One Hundred Eighty (180) days as of the date of opening of the technical offers, plus an additional period of Thirty (30) calendar days.

The Submission bail is an integral part of the technical offer.

The Submission bail may be submitted to the offer opening committee by the tenderer or their authorized representative on the day of the technical offer opening.

The offers will be opened in the presence of the tenderer’s representative(s) who so wish at the opening session at the above-mentioned address, the date of which will be communicated to them by invitation letter.

Tenderers will remain bound by their offer for a period of One Hundred And Eighty (180) calendar days as of the date of opening of the technical offers.

Tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

The offers, for the second stage, will be opened in the presence of the representative(s) of the tenderers who wish to attend the opening session, which will be communicated to them by invitation letter.

Eligibility Requirements:

Tenderers must meet the qualification criteria to perform the contract based on the following criteria:

Manufacturer/Supplier experience in manufacturing the requested Supply in climatic conditions (the Tenderer must provide at least two (02) certificates of good performance).

The Tenderers must provide proof of its "API" certification, otherwise the offer will be rejected.

Be in a sound financial position and have sufficient liquidity or a line of credit to enable it to perform the contract without cash flow difficulties.

Professional references in the field.

The technical capacity and experience criteria will be used to determine whether the supplier has the capacity to perform the contract satisfactorily.

The Tenderer will provide, by client name, professional references for contracts similar to those described in the RFP documents that the Tenderer has successfully completed. Such references will include, at a minimum:

The client's name;

Locations and periods of services provided;

At least two Certificates of good Performance duly signed by the various clients.

NB:

The references in points 1 and 2 must be provided on a document bearing the supplier's letterhead and signature.

Technical offers must be accompanied by the regulatory documents listed in the specifications.

And any other information or documents required to be provided by tenderers, if specified in the tender documents. For this purpose, tenderers must use, in particular, the corresponding documents and templates included in the tender documents.

The aforementioned documents are mentioned in the tender documents in Article IS: 7.2.

Technical offers must contain the following documents:

The technical offer submission letter;

The declaration to be signed,

The declaration of integrity,

The letter of confidentiality,

The declaration of integrity duly completed and signed,

The rules of ethics duly initialed and accepted by the tenderer, according to

The submission bail (bond) bearing minimum specifications and equal to the amount indicated in the table above.

Denominated in Algerian Dinar and issued by a bank incorporated in Algeria for Algerian tenderers;

Denominated in a convertible foreign currency and issued by a bank incorporated in Algeria, counter-guaranteed by a first-rate foreign bank for foreign tenderers;

The general information file and the administrative file, as detailed in points 10 and 11 below;

The technical offer itself, including the relevant Contract documents, in particular those highlighting the tenderer's qualifications, certifications, approvals, execution plans and methodology, proposed technical solution, and experience;

The delegation(s) of authority of the signatory(ies), and that of the consortium(s), authorizing the signatory(ies) of the offer to bind the tenderer;

The commitment to provide the guarantee of the ultimate parent company or majority shareholders, if applicable;

Observations and/or comments on the technical offer in relation to the technical file, if applicable

Observations and/or comments on the draft contract, if applicable;

The draft contract signed and initialed on all pages;

The authorization(s) of the manufacturer(s);

The offer Documents (sections 1 to 2) bearing the words "read and accepted" on its last page;

And any other information or documents to be provided by the tenderers, if specified in the tender Documents. For this purpose, tenderers shall use, in particular, the corresponding documents and templates included in the tender Documents.

The aforementioned documents are mentioned in the tender Documents in Article IS: 7.2.

Tenderers must accompany their technical offers with the following general information package:

Details of their organization and structure, including for each Member of a group or consortium;

Documents relating to their qualifications in the field of the Contract concerned, as well as professional references;

Details of their current and forecast workload;

Preliminary manufacturing plan;

ISO certification or equivalent, company quality plan, and/or qualification certificate;

Documents proving the qualifications and experience of key personnel;

Documents proving their financial, technical, and production capabilities, required to execute the Contract.

Tenderers must submit the following administrative documents with their technical offers:

For Algerian tenderers:

Tenderers must submit their technical offers for each lot (lot 1 and lot 2) with an administrative file, including the following documents:

Company bylaws and list of principal shareholders or partners,

Extract from its electronic trade register;

Updated tax status in Algeria;

Extract from the audited tax roll for tenderers governed by Algerian law or foreign tenderers with a permanent establishment or having worked in Algeria

Status with regard to social security organizations in Algeria;

Certification of filing of company accounts

History of past and ongoing disputes;

Extract from the criminal record for individuals;

Financial situation of the tenderers, including balance sheets and income statements and the auditor's reports for the last three years;

Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and binding the company or firm for the performance of the contract covered by these specifications. It must be original, dated, and signed by the tenderer;

Professional references with at least two certificates of proper performance of the supply covered by this invitation to tenders;

Manufacturer's authorization for the marketing of the Supply covered by this invitation to tenders;

Payment receipt for the tender documents (DAO)

For foreign Tenderers:

Tenderers must submit their technical offers for each lot (lot 01 and lot 02) with an administrative file, including the following documents:

Company bylaws and list of principal shareholders or partners, certified by the legal authorities of their country;

Extract from its electronic trade register endorsed by the Chamber of Commerce; extract from the Kbis (Registration of Companies Register)

Updated tax situation in the countries where their head offices are located;

Certificate of social regularization;

Financial situation of the tenderer, including balance sheets and income statements, and the Statutory Auditor's reports for the past three years;

History of past and ongoing litigation;

Excerpt from the criminal record for individuals;

Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and binding the company or firm for the performance of the contract covered by these specifications. It must be original, dated, and signed by the tenderer;

Professional references with at least two certificates of good performance of the supply covered by these tender documents;

Authorization from the manufacturer to market the supply covered by this tender.
