The SONATRACH Company / Exploration & Production Activity / Laboratories Division, located at: Avenue 1er Novembre - Boumerdès 35 000, is launching a call for tenders to national and international competition open for the:

SUPPLY OF LABORATORY EQUIPMENTS AND RELATED SERVICES

Lot 1 : DEVICE FOR MEASURING THE HIGHER CALORIFIC VALUE OF LIQUID HYDROCARBON FUELS, ACCORDING TO THE ASTM D4809 AND ASTM D240 STANDARD AND RELATED SERVICES (FOR IN AMENAS).

Lot 2 : DEVICE FOR DETERMINING THE SULFUR CONTENT IN CRUDE OIL AND PETROLEUM PRODUCTS DISPERSIVE X-RAY FLUORESCENCE METHOD, ACCORDING TO THE ASTM D4294 STANDARD AND RELATED SERVICES (FOR IN AMENAS)

LOT N°3 : DEVICE FOR DETERMINING THE OXIDATION RESISTANCE OF TURBINE OILS BY RPVOT PRESSURE TESTING ACCORDING TO THE ASTM D2272 STANDARD

LOT N°4 : DEVICE FOR DETERMINING THE CONTENT OF METALLIC ELEMENTS IN PETROLEUM PRODUCTS ACCORDING TO ASTM D6595 AND ASTM D6728 STANDARDS.

The proof of payments related to the withdrawal of the DAO (Bank advice / Cash payment slip) must be drawn up in the name of the Bidder.

- The one-step submission mode applies to this Call for Tenders.

- This contract is part of a call for tenders which concerns five (05) lots.

- The Bidder can bid for one or multiple lots.

- Under this call for tenders, the technical offers, without any price indication and the financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, to the address: SONATRACH – Exploration and Production Activity - Division Laboratories – Supply Department - Purchasing Department - Avenue du 1er Novembre Boumerdès 35 000 Algérie.

The forms and methods of submitting offers:

The Bidder places the original of each bid and its copies, technical and financial, in separate, sealed and sealed envelopes, each containing the documents required by the Call for Tenders File, bearing the words: "Technical Bid - ORIGINAL and “Financial Offer – ORIGINAL”, “Technical Offer – COPY N°1” and “Financial Offer COPY N°1”, “Technical Offer – COPY N°2” and “Financial Offer – COPY N°2”.

These envelopes will be placed in an outer envelope that is also sealed.

Only the inner envelopes will bear the acronym, company name and address of the Bidder, so as to allow the Contracting Body to return the sealed bid unopened, if it has been declared "beyond the deadline".

The outer envelopes:

The outer envelopes will be sent to the Contracting Structure and will bear exclusively the title of the contract indicated in the DPAO, the title and number of the Call for Tenders and the words "Technical Offer and Financial Offer - Do not open".

No mark allowing the identification of the tenderer must appear on the outer envelope under penalty of rejection.

The deadline for withdrawing the Call for Tenders Dossier is set at Ten (10) days, before 3:30 p.m. before the deadline for submitting tenders indicated below.

The deadline for submitting tenders is set at forty-five (45) calendar days from the first publication of this notice in the energy and mining sector tender bulletin (BAOSEM), Including the day of publication.

Any submission sent after this period will be considered null and void, the stamp of the central order office of SONATRACH – Exploration and Production Activity – Boumerdès Laboratories Division, being authentic.

In the event that the closing date coincides with the legal day of rest and/or public holiday, the envelopes will be deposited the following working day.

The technical offers are accompanied by a bid guarantee (bank bid guarantee):

The Bidders under Algerian law will put in place a bank bid guarantee established by a leading Algerian bank in favor of SONATRACH – Exploration and Production Activity  Laboratories Division – Avenue du 1er Novembre 35 000 Boumerdès Algeria, in the amount of:

The period of validity of the bid bank guarantee is set at one hundred and twenty (120) calendar days, from the deadline for submission of tenders, for an additional period of 30 calendar days.

The tender guarantee may be submitted to the Technical Tender Opening Committee by the Tenderer or his authorized representative during the technical tender opening session.

Concerning the opening of the technical offers, a letter of invitation will be sent to the Bidders, having withdrawn the Call for Tenders file, either by fax or e-mail to attend the opening of the bids of the technical offers.

For the technical offers declared conform by the Technical Offers Evaluation Commission (CEOT), an invitation letter will be sent to the successful Bidders either by fax or e-mail to attend the opening of the bids for the financial offers.

Bidders will remain committed to their bid for a period of one hundred and twenty (120) calendar days, from the date of the opening of the technical bids
