Supply of lubricants “oil and grease” for HYPROC SC vessels

HYPROC SHIPPING COMPANY SPA is launching a restricted national and International call for tender N° 01/HYPROC S.C SPA/M.O/PROCUREMENT/2025, for supply of lubricants “ oils and greases” necessary for the maintenance of equipements onboard of HYPROC SC vessels.

This tender is intended for only lubricants “oils and greases” manufactures, having analysis laboratories, ensuring the availability of the products in all ports listed in the call for tender documents in Annex 4, according to details mentionned in the particular conditions chapter.

Once the Tender Call advertisement is published on two daily national newspapers, BAOSEM and HYPROC SC website, interested suppliers may obtain a copy of the tender documents and specifications from ‘’La Cellule Centrale des Marchés’’ (CCME), ZHUN USTO - BP 7200 Es-Seddikia- Oran 31025 Algeria, against presentation Power of Attorney and bank voucher for tender fees 5 000,00 DA net of bank charges for the Beneficiary.

For foreign bidders: the full sum of 50 USD, without bank charges for the beneficiary

The transfer will be made to HYPROC SHIPPINC COMPANY SPA account at following:

Bidders can receive this call for tender document by electronic mail, by request addressed to (ccme@hyproc.dz), after delivery of payment vouchers evidence.

Bidders shall present the both technical offer and financial offer under two sealed envelopes.

External envelope should be anonymous with only the following indication:

Technical Submission - Do not open. Financial Submission – Do not open.

The technical and financial offers shall be put in two separate sealed envelopes inside the external main envelope.

A first sealed envelope named “Technical offer” on which is affixed, the logo, the name and the company name of the bidder.

A second sealed envelope named “Financial Offer” on which is affixed the logo, the name and the company name of the bidder.

Tenders must be sent by the bidders by mail or deposited at the General Order Office of the Company "BOG" Addressed to:

or directly handed to the company’s general order office (BOG) of Hyproc SC.

Non-transmission of one of the following documents will lead to systematic rejection of the submission:

• Declaration to be signed.
• Warranty bond or the swift, (the swift is provided by the bidder, in the case of the impossibility to produce the Bidding guarantee);

- Supplier’s technical offer itself.

The deadline for the reception of bids at BOG (Bureau d’Ordre Général) is fixed for 05/01/2026 at 10.00 AM (LT).

Tender submission date is to be considered according to Hyproc’s BOG (Bureau d’Ordre Général) stamped date of receipt by post or by hand delivery.

Bids opening ceremony will be held at the deadline date for the reception of bids at 10.30 AM (LT).

If the date of deposit of the bids coincides with a public holiday or a legal rest day, this date is extended until the next business day.

Any submissions received after the closing date will not be considered.

bidders will remain engaged to their offers for 90 days from the deadline for submission of bids.

Technical offers will be opened in a public session at HYPROC SHIPPING COMPANY SPA headquarters as per date and address indicated here above.

The present call of tender is considered as an invitation letter to bidders who have already withdrawn the tender book and sent their bids to attend the opening ceremony.

Financial bids will only be opened for bidders whose technical bids are declared eligible.
