National and International Open Invitation to Tender

One-Step Process
The National Company of Big Oil Works (ENGTP), Central Logistics Directorate, located at: Réghaia BP 09 W. Algiers, issues a national and international competitive invitation to tender regarding:
Supply of 01 multidirectional scaffolding 10 000 m2

By every interested tenderer, in return of the payment of a non-repayable amount of:
For the Algerian tenderers: 12 000 DZD, made in cash at the Finance and Accounting Directorate GTP/ Réghaia, in return of a payment receipt, or by bank transfer in ENGTP account N° 002 00006 060 06 60 203-22, the External Bank of Algeria, Rouiba Agency 006,02, Rue Hassiba Ben Bouali, Rouiba, Algiers.
For the foreign tenderers: 200.00 € by bank transfer in ENGTP account N° 002 00006 060 06 60 203-22, the External Bank of Algeria, Rouiba Agency 006,02, Rue Hassiba Ben Bouali, Rouiba, Algiers.
The tenderers are granted a period of 21 days as of the date of publication of this invitation to tender in the Baosem, in order to withdraw the specifications.
The offers’ submission shall be done in a period of 42 days as of the specifications’ withdrawal deadline date.
The submission mode in one step applies to this invitation to tender.
In this invitation to tender, the technical offers, with no reference to the contract price, and the financial ones must be submitted simultaneously in two separate folds contained in the same external one, carrying the mention “à ne pas ouvrir”, at the address mentioned above.
Conditions of eligibility or preselection are (See DPAO Section):
Criteria of qualification: The tenderer’s selection shall be made on the basis of the criteria mentioned below and listed in Section 2 (Particular data of the Invitation to Tender) as follows:
- Sound financial situation;
- The supplier must have a storage facility in Algeria containing at least 10% of the scaffolding components mentioned in the technical specification, in order to meet any urgent purchasing needs, replace non-compliant components, and ensure compatibility with the scaffolding already supplied, if necessary.
- Attach to the technical offer sales references for the model of equipment proposed, certifying its reliability (any sales reference for a scaffolding model other than the one proposed is of no use in evaluating the bidder's technical offer, which will be considered incomplete);
- Specify that the equipment supplied has been in use
- Specify that the equipment supplied has been in use for a minimum period of four (04) years without any major technical failures.
- Sales references for the proposed model certifying its reliability must be provided by at least three (03) customers.
List of the required documents (contained in the technical offers) See the DPAO:
- Delegation(s) of authority of the signatory(ies), delegations of authority for Groupings;
- The original submission bail in the form attached and equal to the amount indicated in the PAD;
- The letter of commitment, duly signed by the bidder;
- The declaration to be signed by the tenderer in accordance with the model defined in Section 4;
- The rules of ethics duly initialed and approved by the bidder;
- The parent company's commitment;
- General Information Package including the administrative file as detailed in the specifications
- The technical offer as detailed in the specifications
- Observations and/or comments on the technical file;
- Comments and proposals to the draft contract;
- The confidentiality letter as defined in the specifications, duly signed by the tenderer;
- The letter of submission of the technical offer according to the model defined in Section 3, duly signed by the bidder;
- Manufacturer's authorization(s);
- Approved and initialed specifications and draft contract;
- The Bidding Documents bearing on the last page the words "read and accepted".
List of the required documents (contained in the financial offers):
The financial offer, submitted simultaneously with the technical offers, must contain the following documents:
- The price quote letter, as defined in the DPAO, completed, initialed on all pages and signed;
- The price decomposition and/or price board duly completed by the tenderer;
- The delegation of authority empowering the signatory(ies) of the offer to bind the tenderer.
- Price offer, according to the attached model.
The technical offers as well as the financial ones must be accompanied by the legal documents listed in the specifications.
The tenderers must satisfy to the eligibility conditions mentioned in the specifications.
Only the stamp of the General Order Bureau apposed on the fold makes faith.
In case that the submission deadline coincides a day off or legal rest; the offers may be deposited on the following workday.
The technical offers are assorted by a submission bail of 1.500.000.00 DZD concerning the Algerian tenderers, and 15.000.00 € for the foreign ones, with a validity duration equal to the offers’ validity duration, that is 120 days assorted by an additional period of 30 calendar days.
The folds containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the public opening session that shall take place at the address mentioned above, and whose date shall be communicated in a timely manner.
The folds containing the financial offers shall be opened and examined in the presence of the representatives who would like to attend or their representatives duly mandated during the opening and examination session of the financial offers which shall take place at the date, time and address mentioned in the invitation that shall be addressed to only tenderers whose technical offers are declared conform to the specifications’ requirements.
The tenderers keep engaged to their offers for a period of 120 calendar days as of the date of the technical offers’ opening date.
