SONATRACH, Exploration-Production, Division Production, Direction Régionale de Hassi-Messaoud launches a national and international invitation to tender for :

STUDY, SUPPLY, REALIZATION AND COMMISSIONING OF OIL STORAGE

TANKS 2 x 5000M3 AND EXTENSION FOR FIRE WATER NETWORK

AT THE CPF OF BIR BERKINE ( HASSI-MESSAOUD)

Companies interested by the present notice can withdraw bid documents to tender since its publication in the BAOSEM, against payment of a nonrefundable amount of : Ten Thousands Algérian Dinars (10.000,00 DA) for the Algerian compagnies, or One hundred Euros (100 Euros), for the foreign tenderers, into SONATRACH account, whose bank identification (RIB): N° 002 00005 0503264125 56, BEA Branch, Djenane El-Malik Agency, Hydra, Algiers, at the following address:

It is recommended for tenderers to ensure the availability of the bid documents to tender close to our offices whose addresses are indicated above, before making payment to the bank.

The two (02) steps submission process applies to this invitation to tender.

The tenderers must, in a first step, transmit only their technical proposal, without any price indication.

Technical proposal must be made in three (03) copies, in duplicate sealed and anonymous envelope, with the administrative and fiscal documents required in the bid documents to tender, and posted or delivered by hand to the following address :

The proposals will be handed over to the ?bureau d?ordre general? (BOG), located at : BP N° 50 Base IRARA, Hassi-Messaoud, Wilaya de Ouragla.

The internal envelope must indicate the abbreviation initials and the social activity of the tenderer and must contain the proposal, and all administrative, fiscal and parafiscal documents, dated and referred to, as required in the present bid documents to tender.

The external envelope must be anonymous and must indicate only the address of the receiver indicated above with the following statement :

The timeframe allowed to the tenderers for sending their technical proposals (paper format) is Sixty (60) days at 4:00PM, from the publication date of this invitation to tender in the BAOSEM. No other date will be taken into account.

In the event that the closing date coincides with a public holiday and/or on legal holidays, folds may be filed on the next business day.

Any proposal received after the delay precised above will be considered null and don?t exist.

The receipt stamp of the ?bureau d?ordre general? (BOG) of SONATRACH showing proof.

Tenderers are informed that the bid opening session will be held no later than fifteen (15) days after the deadline for submission or submission of bids. The exact date of the meeting will be communicated to the tenderers in a timely manner.

Tenderers are also informed that any bid received after the opening session, even if sent before deadline for submission of bids, will be considered null and consequently rejected.

The bids opening will be held in public session at which the tenderers or their duly authorized representatives will be invited.

Tenderers shall remain bound by their bids for a period of one hundred and eighty (180) days after the opening date of technical proposals.

The bids will be reviewed and all adjustments will be registered in minutes report.

Tenderers are informed that they must provide in support of their technical proposal a bid bond of :

Five Million Algerian Dinars (5.000.000,00 DA) for Algerian tenderers,

Or,

Forty Thousand Euros (40.000,00 ?) for foreign tenderers.

This bid bond, which is valid for One hundred and eighty (180) days, must be issued by an Algerian bank.

For the tenderer who takes the deal, withdrawal of this bid bond will effected as soon as the contract is signed and after delivery of the performance guarantee within the required deadlines, or at the latest by the due date of validity of the bid bond.

The tenderer must fulfill the general conditions of qualification in relation with the subject of the present Bid Document to Tender (BDT) :

- Have completed at least one EPC project with a complexity and works similar to those described in this BDT ;

- Have quality control plans for purchase, installation and commissioning of facilities used in the "oil and gas" field ;

- Have the organization and qualified staff to plan for the project ;

- Have essential material means to plan for the project ;

- Have a healthy financial situation ;

- Have no litigation or arbitration in progress.
