The Company SONATRACH, Exploration - Production Activity, Production Division, Procurement and Transport Direction, located at 08, Chemin du Reservoir Hydra, Algiers, Algeria, launches an Open National and International Tender, in two (02) steps, for the Supply of:

Batch 01 : ON /OFF Petrolvalves brand valves or equivalent.

Batch 02 : Flowserve brand automatic valves or equivalent .

Batch 03 : Neles brand automatic valves or equivalent.

No later than Forty (40) Calendar Days, before 3:00 p.m. (Local Time), from the first publication, in paper format, of this notice in the Bulletin of Calls for Tenders for the Energy and Mines Sector (BAOSEM), by any interested tenderer, against payment of a non-refundable fee of :

- One hundred Euros (100 €), for tenderers subject to foreign Law.

- Fifteen thousand Algerian Dinars (15 000,00 DA), for tenderers subject to Algerian Law.

Payment will be made in the name of the tenderer and by transfer / payment to the bank account of :

Proof of payment relating to the withdrawal of the Tender Document (Bank Notice / Cash Payment Slip), must be necessarily drawn up in the name of the tenderer.

Tender Documents will only be submitted to the only representative duly authorised by the tenderer wishing to take part in this invitation to tender. The mandate must contain the details of the tenderer (professional E-mail, Fax number and Telephone).

Tenderers appearing on the black list of Companies in the Energy and Mining Sector cannot be removed from this Call for Tenders.

4.The two (02) stage submission mode, applies to this Call for Tenders.

Stage 1: Submission of Technical Bids.

Stage 2: Submission of Financial Bids for Bidders selected following the Technical Bid Review and Evaluation.

Bidders may submit Bids for one (01) or the two (02) Lots, as they choose. To do so, the Bids (Technical or Financial) for each Batch must be submitted in separate envelopes (each Batch in a separate envelope). Common documents that are valid for all Batch may be submitted in a separate envelope. The Bidder must :

• Clearly indicate this in the Letter of Tender.

• Bid for all items contained in a Batch.

Under the first stage of this Call for Tenders, Technical Offers, must be presented without any indication of price, accompanied by the documents required in the Tender Documents

For each stage, the Offers, accompanied by the documents required in the Tender Documents, must be inserted in sealed inner folds, and placed in a single anonymous sealed outer cover bearing, will be sent to the Contracting Structure, to the following address :

Only the interior envelopes will bear the acronym, the company name and the address of the Bidder, so as to allow the Contracting Structure to return the sealed Bid unopened, if it was declared « out of time » or upon receipt of a single fold.

No sign allowing the identification of the tenderer must be mentioned on the external envelope, in order.

The deadline for submitting technical offers is sixty (60) Calendar Days, before 3:00 P.M, from the date of first publication (including the publication date) of the call for tenders notice in the BAOSEM (paper version), unless an extension has been granted, in which case a notice of extension of the deadline will be published in the BAOSEM.

Any submission received after this deadline will be considered null and void. In all cases, the receipt stamp of the central office of the Production Division or of the office of receipt of tenders shall be authentic.

The Technical Offers shall be accompanied, under penalty of rejection, by a bid guarantee of submission, in favor of SONATRACH.

6.The Technical Offers are accompanied, under penalty of rejection, by a compulsory bank guarantee, for submission in favor of SONATRACH, the amount of which is set as follows:

The period of validity shall be equal to the period of validity of the tenders, that is. one hundred and fifty (150) Calendar Days.

Bidders are required, under penalty of rejection, to put in place a bank bid guarantee, according to the model attached in the Tender Document, the original of which may be :

Provided in support of their Offers in the envelope containing the Technical Offer.

Submitted to the Bid Opening Commission by the Bidder or his duly authorized representative at the latest, on the day of the COP meeting and before the opening of the Technical Bids.

7.The Technical Offers and the Financial Offers must contain the documents listed in the call for Tenders offers.

8.The Technical Bid envelopes will be opened in the presence of the representative(s) of the tenderers who so wish, at the opening session to be held. The location, date and time specified of which, will be communicated by invitation to all tenderers withdrew the bid of tender, inviting them to attend at the public bid opening session.

The envelopes containing the Financial Offers will be opened in the presence of the tenderers who wish to attend or their duly appointed representatives, to be held on the date, time and address mentioned in the invitation, which will be addressed only to tenderers whose Technical Bids have been declared compliant with the specifications of the Tenders Offers.

9. Bidders will remain committed to their bid for a period of one hundred and fifty (150) Calendar Days, from the date of opening of the envelopes the Financial Bids.
