On February, 21^st  2024 utmost, by any interested tenderer, in return of the presentation of a copy of the electronic trade register in the activity field of this invitation to tender, and the payment voucher of a nonrefundable sum of 10.000 DZD concerning Algerian tenderers, by transfer to the BEA bank account, Agence cite Djamel Oran, Account N°002 000 81 08 122 000 80/14 and 70.00 € concerning foreign ones, by bank transfer into BEA account, Agency Djenane El Malik Hydra Algiers, N° 00 2000 05050 3264 12459.

Proof of payments relating to the withdrawal of the tender documents (Bank notices/Cash payment slip) must be drawn up in the name of the tenderer.

The tender mode in a single stage applies to the present invitation to tender.

In the present invitation to tender, the technical tenders, without any price indication and the financial ones must be handed over, at the same time, in two separate envelopes contained in the same external one with the mention “A NE PAS OUVRIR” at the following address:

On March, 24^th 2024 utmost.

The technical tenders are assorted by a submission bail of 500.000.00 DZD for the Algerian tenderers or its equivalent in a foreign currency, established by an Algerian bank covered by a counter-guarantee issued from a foreign bank of the first rate for the foreign tenderers, whose guarantee validity duration is equal to tender validity that is 180 days assorted by an additional time of 30 calendar days as of the technical tenders’ opening date.

Micro-enterprise companies under Algerian law created within the framework of the ANADE system are exempt from the tender offer guarantee.

It is possible to the tenderer to deposit the original submission bail on the day of the technical offers’ opening.

The envelopes containing the technical offers shall be opened in the presence of the candidates’ representatives who would like to attend to the opening session that will take place at:

The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly designated during the financial offers’ opening and examination which shall take place on the date, the time and the address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.

Tenderers shall remain bound by their tenders for a period of 180 days as of the technical tenders’ opening date.
