GCB Company/Purchase Department located at: Zone Industrielle Oued Smar, which the fiscal identification number is 000035072294694, issues a national and international open invitation to tender regarding:

Supply of 40 Quick Closers

Prospective bidders interested by the present invitation to tender may withdraw The specifications at GCB-Direction Achats- As of the date of the first publication of this invitation to tender in the BAOSEM, , against the presentation of an assignment letter and a payment of a non-repayable amount of 5000,00DZD concerning Algerian tenderer into bank account GCB /Direction Achats BEA N° 002 00082 0822200553 /63 agence Rouiba EL KENZ and 50€ concerning foreign tenderer into bank account GCB /Direction Achats BEA N 002000 82 82 120000 11-92 agence Rouiba EL KENZ.

 The tendering mode in one step applies to the present invitation to tender.

The offers’ submission deadline by the tenderers or their duly mandated representatives is fixed in 30 days as of the date of the first publication of this invitation to tender in the Baosem.

In this invitation to tender, the technical offers, with no reference to the price, and the financial ones must be submitted simultaneously in two separate folds contained in the same external fold, at the address:

The Eligibility Conditions:

• respond to the technical sheet requirements in the specifications;
• Justify the professional references with the good execution certificates;
• The supplies delivery period:

For the foreign tenderers: Maximally 04 months in CFR INCOTERM 2020 Algerian Port

For the Algerian tenderers: Maximally 05 months on Oued Smar site (Algiers)

• Warranty period: 24 months as of the date of the provisional reception of the material.

Documents to be supplied:

• EN10204 Type 3.1 Material Certificates: Material certificates shall be provided, including impact test results, chemical analysis results, mechanical test results, method of heat treatment, heat treatment temperature, heat treatment hold time, and method of cooling after heat treatment, as required in the relevant codes;
• All documentation required by the ASME VIII Div1 code and in accordance with Algerian ARH regulations;
• Installation, use and maintenance manual for each Quick Closer;
• Spare parts catalog for each Quick Closer.

List of required documents:

1-The letter of submission of the technical tender valid for the entire duration of the process;

2-The delegation(s) of the signatory powers; the delegation(s) of powers for the groupings;

3- The commitment to supply the guarantee by the parent company or the shareholders;

4 -The submission bailing issued by an Algerian bank;

(The absence of the submission bail constitutes a motive to rejection). The Swift is not accepted.

5- The commitment letter, according to the attached model, duly signed by the tenderer;

6- The subscription declaration signed;

7- The information file including the administrative file;

8- The technical tender signed and stamped;

9- The remarks and/or comments to the technical tender;

10- The contract project initialed and signed;

11 -The authorization (s) of the manufacturer (s);

12- the origin(s) certificate(s);

13-The specifications to be initialed on the last page to be signed with acknowledgment and approval mentioned.

Administrative fold:

1-Statutes of the company and list of the principal shareholders or partners certified by the legal authorities of their country;

2-Extract of trade register;

3- Update on the tax situation in Algeria and in the countries where their head offices are located;

4- Situation towards the social security bodies in Algeria;

5-The financial situation of the tenderer containing the balance sheets and profit and loss accounts and the auditor’s report of the three last financial years;

6- History of past and ongoing litigation, if any;

7- The extract of the criminal record for natural persons;

8- Power of the signatory authorized to act in the name and on behalf of the tenderer and commit the company or firm for the achievement of the contract object of the present specification. It must be original, dated and signed by the tenderer;

9-Copy of the voucher payment of the specification;

10-Copy of current tax assessment.

The technical tenders of the Algerian tenderers shall be accompanied by a submission bail with an amount higher than 01% of the offer’s amount.

The technical tenders of the foreign tenderers shall be accompanied by a submission bail with an amount higher than 01% of the offer’s amount

Whose validity duration is equal to the offers’ validity duration, that is 180 days, assorted by an additional period of 30 calendar days.

The date and time for the tenders opening will be communicated

The technical offers’ envelopes shall be opened in the presence of the representatives of the tenderers who would like to attend to the opening session that shall take place at:

The date and time of the tenders’ opening shall be communicated to the tenderers eventually.

The tenders’ submissions deadline is at 30 days as of the publication of the present invitation to tender in the Baosem.

The financial tenders’ envelopes shall be opened and examined in the presence of bidders which wish to attend the tenders’ opening session or their duly authorized representatives during the financial tenders opening and examination session which shall take place in the date, timing and address mentioned in the invitation which shall be directed to only tenderers whose technical tenders declared conformed to the tender package requirements.

Tenderers shall remain bound by their tenders for a period of 180 calendar days as from the tenders handing over date.

N.B: The contracting structure has the right to decide to put an end to the invitation to tender process before the definitive contract awarding.
