N° 115/2025/APPROS/HMD
1.The National Company for Hydrocarbons Research, Production, Transport, Transformation and Commercialization named SONATRACH, Exploration and Production, Production Division, Regional Direction of Hassi-Messaoud, launches a National and International Invitation to tender for Supply of regulation spare parts for air compressors and AIR-PACK nitrogen package
2. The withdrawal of the invitation to tender file is done only electronically to the email address DPHMD.RETRAITDESDAO@Sonatrach.dz, against transmission of the proof of payment of the amount indicated below, the proof in question must obligatorily include the references of the call for tenders and information on the tenderer, namely his company name, telephone and fax numbers and email.

3. The time allowed to tenderers to submit their tenders is sixtieth (60th) days, at 5 p.m. from the date of publication of this notice of invitation to tender in the B.A.O.S.E.M. The stamp of receipt of the general order office of Sonatrach Regional Direction of Hassi-Messaoud being authentic.

The eligibility conditions and qualification criteria are:
Financial situation
Having a sound and balanced financial situation, in particular to ensure the availability of sufficient liquidity to perform the contract without cash flow difficulties;
Technical Supply Capacity and Experience:
The Contractor requires a minimum experience of three (3) years that the tenderer (and the Manufacturer whose products it sells, if applicable) must have to be deemed capable of supplying the goods related to this invitation to tenders.
Have professional references at least two (02) similar contracts to the subject of the Call for Tenders, justify by good execution certificates

Bid guarantee, according to the model attached to Section IV;
General information file, the content of which is indicated in point 7.2.2 of the IS;
Administrative file, the content of which is indicated in point 7.2.2 below;
Technical offer itself, the content of which is indicated in point 7.2.3 of the IS;

Professional references in the field duly justified by certificates of good execution issued by the bidder's clients, and a list of the main contracts.
Power of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or enterprise to ensure the supply covered by this tender document. It must be dated and signed by the tenderer.
Extract from the Role cleared or accompanied by a repayment schedule for tax debts duly established by the tax administration, established during the 3 months preceding the deadline for submission of offers.
Social certificates justifying the regular status of the bidder with social security organizations in accordance with Algerian legislation.
Copy of the receipt for payment of the withdrawal fees from the tender file.

4) Professional references in the field duly justified by certificates of good execution, issued by the bidder's clients, and a list of the main contracts.
5) Power of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or enterprise to ensure the supply covered by this tender document. It must be dated and signed by the tenderer.
6) Certificate of non-bankruptcy.
7) Draft contract duly initialed by the tenderer or his authorized representative, which is submitted to him in Section 6 of this tender document.
8) Copy of the receipt for payment of the withdrawal fees from the tender file.

Tenderers will remain committed to their offers for a period of one hundred and twenty (120) calendar days from the date of opening of the envelopes containing the technical offers.
SONATRACH may request that Bidders extend the validity period of their offers during the evaluation process.
