The closing date of withdrawing the tender file is fixed to thirty (30) calendar days before 04:00 PM starting from the publication date of the present notice in the BAOSEM, against a payment of non-refundable amount of three thousand Algerian Dinars (3 000,00 DA) for national bidders and Twenty Euros (20, 00 €) for the foreign bidders, on presentation of a certified and signed copy of electronic trade register and provided with the company stamp.

The payment proof relating to the tender file (Bank notice) must be established in the name of the candidate.

The mode of one step is applied to the current call to tender.

Under the current tenders, the technical and financial bids must be submitted simultaneously and under penalty of rejection in separate sealed inner envelopes, placed in a single sealed anonymous envelope and bearing the indications and references of the Call for Tenders as below:

Technical and Financial Offer

Bid not to open

The deadline for submitting technical and financial offers is fixed to sixty (60) calendar days before 4:00 PM. starting from the publication date of the present notice in the BAOSEM. If the last day of the deadline for submitting tenders coincides with a legal holiday, the date will be postponed to the next working day.

The technical offers are accompanied with a bid guarantee of: 

Batch 1: One million Dinars (1 000 000.00 DZD) for Algerian right bidders or eight thousand Euros (8 000.00 EUR) for foreign right bidders.

Batch 2: Twenty thousand Dinars (20 000 DZD) for Algerian right bidders or one hundred and fifty Euros (150 .00 EUR) for foreign right bidders.

Batch 3:  One hundred thousand Dinars (100 000.00 DZD) for Algerian right bidders or eight hundred Euros (800.00 EUR) for foreign right bidders.

Batch 4:  Fifty thousand dinars (50 000.00 DZD) for Algerian right bidders or four hundred euros (400.00 EUR) for foreign right bidders.

Batch 5: One hundred thousand Dinars (100 000.00 DZD) for Algerian right bidders or eight hundred Euros (800.00 EUR) for foreign right bidders.

Batch 6: Twenty thousand Dinars (20 000 DZD) for Algerian right bidders or one hundred and fifty Euros (150 .00 EUR) for foreign right bidders.

Batch 7:  Fifty thousand Dinars (50 000.00 DZD) for Algerian right bidders or four hundred Euros (400.00 EUR) for foreign right bidders.

Batch 8:  Fifty thousand Dinars (50 000.00 DZD) for Algerian right bidders or  four hundred Euros (400.00 EUR) for foreign right bidders.

Batch 9:  One hundred thousand Dinars (100 000.00 DZD) for Algerian right bidders or eight hundred Euros (800.00 EUR) for foreign right bidders.

Batch 10: Twenty thousand Dinars (20 000 DZD) for Algerian right bidders or one hundred and fifty Euros (150 .00 EUR) for foreign right bidders.

Batch 11:  Fifty thousand Dinars (50 000.00 DZD) for Algerian right bidders or four hundred Euros (400.00 EUR) for foreign right bidders.

Batch 12:  Fifty thousand Dinars (50 000.00 DZD) for Algerian right bidders or four hundred Euros (400.00 EUR) for foreign right bidders.

Batch 13:  One hundred thousand Dinars (100 000.00 DZD) for Algerian right bidders or eight hundred Euros (800.00 EUR) for foreign right bidders.

Batch 14:  Fifty thousand Dinars (50 000.00 DZD) for Algerian right bidders or four hundred Euros (400.00 EUR) for foreign right bidders.

Batch 15:  One hundred thousand Dinars (100 000.00 DZD) for Algerian right bidders or eight hundred Euros (800.00 EUR) for foreign right bidders.

Batch 16:  Fifty thousand Dinars (50 000.00 DZD) for Algerian right bidders or e four hundred Euros (400.00 EUR) for foreign right bidders.

Of which the period of validity is equal to the period of validity of the offers, that is
one hundred and eighty (180) days with an additional period of thirty (30) calendar days starting from the folds opening session date.

The original of the bid guarantee can be submitted by the interested candidates on the day of technical bids’ opening session.

The folds containing the technical offers will be opened in presence of bidder or their duly representatives who would like to attend the tenders’ opening session, which will take place at the new administrative building of Algiers Refinery (Sidi Arcine -Baraki), Seven (07) days after the closing date of submitting the offers.

The folds containing the financial offers will be opened and evaluated in presence of bidders or their duly representatives who would like to attend the financial tenders’ opening and evaluation session which will take place, on date and time mentioned on the invitations that would be transmitted to the only bidders whose technical offers are declared in accordance with the tender’s file requirements.

The bidders will remain committed to their bids for a period of one hundred and eighty (180) days starting from the folds opening session date.

Bidders can submit for one or more batches.
