And this, no later than Forty-five (45) days calendar days from the date of publication of the notice of invitation to tender at Tender Notice Bulletin for the Energy Sector BAOSEM at 6:00 p.m., by all interested candidates, against payment of an amount non refundable of Eight thousand Algerian Dinars (8 000,00) DA for bidders under Algerian law and Sixty Euros (60,00) €, Seventy US Dollars (70,00) $ or Fifty-two Pounds Sterling (52,00) £ for foreign bidders. The payment will be made by transfer to the bank account N ° 002 000050503264 125 56, opened with the Bank Foreign of Algeria "B.E.A". Agency N ° 005, Djenane El Malik - Hydra - Algiers.

The proof of payments relating to the withdrawal of the tender file (Bank advice) in pdf format must be drawn up in the name of the tenderer.

The proof of payment, the extract from the commercial register electronic or K-bis in pdf format and the tenderer's contact details in word format must be sent to the E-mail address mentioned above.

The submission mode in one (01) step applies to this Tender.

Under this invitation to tender, technical offers, without any indication of price and financial offers must be submitted simultaneously in two (02) separate envelopes contained in the same envelope, to the following address:

SONATRACH SpA, Exploration & Production Activity - Division - Regional Direction Rhourde Nouss, - Illizi Province Algérie, the seal of the regional office of Rhourde serves as proof at the latest Sixty (60) days, at 6:00 pm, after the date of publication on the « Tender Bulletin of the Energy Sector ».

In the event that the closing date coincides with a statutory holiday or legal day of rest, the bids may be deposited the next business day.

The technical offers are accompanied by a bid guarantee in the amount of :

The validity period of which is equal to the validity period of the technical offers, one hundred and twenty (120) days from the opening date of the bids containing the technical offers, plus an additional period of thirty (30) calendar days.

The original of the bid guarantee is submitted by the Bidder in the envelope containing the technical offer or deposited by the Bidder or his authorized representative, at the latest, the day of the Technical COP meeting and before the opening of bids.

N.B :

The guarantee deposit must be original else the bid will be rejected;

SWIFT will not be taken into consideration.

The bids containing the technical offers will be opened in the presence of the tenderer representative(s) who so wishes at the opening session, which will take place at the following address:

The opening date of the bids will be at the latest thirty (30) days after the deadline for submission of bids.

The date and time of the bid opening session will be communicated to bidders who have withdrawn the tender documents in an invitation sent to them by e-mail or fax.

ELIGIBILITY CRITERIA :

Having the activity code (from the electronic commercial registry - KBIS) corresponding to the subject of this Tender File;

Having a healthy financial situation (recent and cleared tax statement) or accompanied by a payment schedule, and must include the balance sheets and income statements as well as the auditor's reports for the last three (03) years;

Having the financial capacity to execute the contract satisfactorily;

Compliance with the technical specifications requested by the Client;

Not having any ongoing disputes with SONATRACH;

Professional References (at least two (02) similar contracts related to the subject of the tender, substantiated by two (02) certificates of successful completion and/or two (02) copies of contracts executed with signed final acceptance reports).

N.B : For foreign bidders, the copies will be accompanied by a French translation certified by the Algerian consular authorities.

The envelopes containing the financial offers will be opened and examined in the presence of the Bidders who wish to attend or their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at time and at the address mentioned in the invitation which will be sent only to Bidders whose technical offers declared comply with the requirements of the Invitation to Tender Documents.

Bidders will remain committed to their offers for a period of one hundred and twenty (120) calendar days from the date of opening of the envelopes containing the technical offers.
